**Job summary**:
The Public Sector Fraud Authority (PSFA) is a fast paced delivery and operational team that is responsible for holding departments and arms-length bodies to account for their handling of fraud in the public sector. The Authority will write the standards for counter fraud work across government and hold public bodies to account against these. Working in the PSFA offers access to a wide range of stakeholders across government and the opportunity to work with various sectors in a high profile policy area with high media, parliamentary and ministerial interest.

We are seeking an ambitious Head of Fraud Strategy to join the Cabinet Office’s Public Sector Fraud Authority (PSFA). The Head of Fraud Strategy is responsible for delivering our data and product roadmap, and will oversee the development of prevention and detection strategies, including the scoring and detection models for the Single Network Analytics Platform (SNAP). They will work in a cross-functional capacity to acquire new data sets, oversee the SNAP onboarding plan and deliver best-in-class detection strategies to prevent fraud and economic crime in partnership with public bodies and other sectors.

Note. This is a delivery-focused role that requires strong leadership and delivery management skills. You will challenge others to innovate, break down barriers and ensure that the Cabinet Office delivers its data ambition and Economic Crime Plan 2.0 commitments. You will have a track record for delivering outcomes in counter fraud and have an expert understanding of fraud risk management and fraud analytics.

**Job description**:
Key Responsibilities:

- Lead the implementation of the roadmap for the data SR ambition;
- Lead on the development of products, scoring and detection models for the Single Network Analytics Platform (Quantexa);
- Oversee the onboarding plan for SNAP and drive measurable outcomes through piloting and full-licence expansion/user onboarding;
- Manage the piloting approach for PSFA Economic Crime Data Partnerships with the banking sector (tier 1 and challenger banks);
- Proactively acquire new data sets from across government and use this to enhance the detection of fraud and economic crime across sectors;
- Lead the evolution of the detection strategy/products and scorecard in line with emerging risks and threats and maintain our delivery momentum;
- Stay up-to-date with industry trends, technologies and advancements in data analytics (incl. AI research), and bring new ideas to government;
- Lead a team of direct reports consisting of SEO technical roles.

**Person specification**:

- Degree or Masters in computer science, data science, mathematics, economics, business, counter fraud, risk management, cyber security or a related field;
- 5+ years of experience in fraud risk management/strategy and/or fraud analytics in banking/finance, consulting or public sector;
- Excellent understanding of fraud and economic crime typologies;
- Excellent analytical, problem-solving, and critical thinking skills;
- Strong communication and workshop facilitation skills (including an ability to communicate between the technical and non-technical);
- Excellent planning skills, including the ability to plan and deliver according to agile methodologies;
- Good understanding of product life cycles and product management;
- Good understanding of big data technologies (incl. Spark, Hadoop, Databricks, Quantexa).
