**Your new role**

National Highways have an opportunity for a Head of People Analytics to join the HR function as we further invest in our Service Development capability.

With this role comes great scope for a forward thinking and innovative individual to lead HR service development and deliver digitally enabled HR services, insight and processes that provide a great employee experience, working in partnership with Digital Services teams and other key stakeholders. You will act as the product owner for HR systems and data, taking an enterprise-wide view of user experience, whilst enabling the effective delivery and use of HR systems, data, and insight to support a great customer experience. Further to this, you will line manage a team of Service Development Experts and Analysts, leading and mentoring to ensure team delivery KPIs are met with confidence.

National Highways supports flexible hybrid working, and therefore this role can be primarily based anywhere across England, however a regular presence in the Birmingham office will be required.

**What you’ll be leading on**
- **Service developments and co-creating the HR digital strategy **- Work with HR leadership, National Highways Digital Services and wider corporate teams to co-develop a digital strategy for HR services to enable a great employee experience that is secure and enabled by digital, data and technology. Working in partnership with Digital Services and other key stakeholders to identify new product/service developments and changes; building and jointly owning the HR service development framework and roadmap; managing inter-dependent functions and programmes, and vendors to align high-level development plans.
- **Managing people data and insight **- Gather requirements and requests for baseline standard HR reporting; working with HR leadership to develop a programme of focused deep dive data and insight packs. Develop the suite of internal HR reporting designed to help manage and improve the functions and build a suite of predictive analytics. Manage HR data in line with the 7 principles set out under UK GDPR.
- **Managing service change **- Manage the regular flow of feedback on functional improvement options to HR, Digital Services, other inter-dependent functions and programmes, and vendors, to maintain the “pipeline” of proposed service developments. Work with HR leadership, Digital Services and People, Finance & Procurement (PFP) system stakeholders to establish acceptance processes for service developments to enter operation, support HR interests at internal governance and assurance meetings, external vendor reviews, supplier forums, project boards and customer relationship meetings pertinent to HR service development and information management. Prepare business cases and governance documentation supporting service development decisions and recommendations.
- **Investment planning and managing vendors/external service providers **- Manage investment decision processes for externally (vendor) managed changes associated with operational service developments; direct vendor evaluation and tender exercises to select outsource providers for operational HR services (including systems).

**To be successful you’ll need**
- Experience of developing programmes to turn data into insight
- Experience of championing employee experience and creating programmes to improve this
- Knowledge of strategic, transactional, and tactical HR services and system-enabled process improvement
- Knowledge of HR and data governance, compliance and regulatory requirements, and cyber security considerations
