**The Northern Ireland Directorate**

Defra’s Northern Ireland (NI) Directorate was formed in January 2021. It consolidates Defra’s strategy, policy and delivery workstreams around the Windsor Framework into one Directorate. This includes delivery responsibility for the agri-food requirements agreed with the EU and a support package for agri-food businesses to facilitate the new arrangements.

This is a high-profile space to work in. Your role will be instrumental in providing analytical support across Whitehall to help implement, and assess the impact of, the new Windsor Framework. You will lead a multi-disciplinary analytical team providing the evidence base for the NI programme and will be responsible for ensuring that resources are deployed in the most effective way to support policy making and delivery. This role is exciting and stretching with ample development opportunities and will give you a high degree of visibility across both the Directorate and the wider Department.

**Job description**:
This is a unique opportunity to use timely and robust analysis to shape the delivery of, and policy relating to, the Windsor Framework.

The Northern Ireland evidence and analysis team is responsible for providing timely and robust evidence on all parts of the Northern Ireland programme, including its evaluation. The team’s work is vital to ensure the NI programme achieves its vision, mission, and outcomes.

**Responsibilities**
- Lead and manage a multidisciplinary analytical team of around 17 FTE analysts, currently comprising social researchers, economists, statisticians, and operational researchers.
- Provide strategic direction for the team and use project management tools to balance short and long term deliverables as well as capability building.
- Build an open, supportive, and inclusive environment, ensuring the team is empowered to deliver key projects in a manner that represents best practice across analysis, behaviour, and performance.
- Act as Defra’s Lead Analyst for the Northern Ireland Programme, providing high impact leadership of a complex and high-profile analytical strategy.

As Head of Northern Ireland Analysis, you will have a high-profile role with regular interactions with senior officials across the Department as well as Ministers.

**To be considered for this position, you will require**:

- Excellent analytical skills with an ability to analyse and lead on complex policy problems including a good understanding of quality assurance processes
- Substantial experience of leading and motivating a team to help inspire colleagues and stakeholders to fully engage with their work and dedicated to their role
- Substantial experience of leading and managing analytical work programmes, ensuring alignment with strategic objectives and timely delivery of analytical projects
- Strong interpersonal skills to build and maintain effective relationships with analysts from a range of disciplines, and policy customers from across Defra and Government, to help shape better policy by supporting and challenging others as appropriate

Membership of any of the four analytical professions (social research, operational research, statistics, economics) or meeting the minimum standards required for joining one of them.
