**Job Title**:Procurement Officer

**R eports to**:Head of Procurement

**Salary**: £31,000- £40,000 per annum

**Location**: Greater Manchester

**O v erall Purpose of the Job**

To assist the client to follow best procurement practice and ensure that value for money is achieved as part of specific projects/tenders and within categories of spend.

To advise on and ensure compliance with internal and external regulations governing procurement practice.

To support colleagues in managing categories of spend, to deliver contracts with suitably qualified suppliers that meet the need of the end users and offer value.

**K e y Responsibilities, Accountabilities or Duties**

Lead and manage tenders to ensure that they are compliant with the Public Contracts Regulations (where required) and consistent with the clients Financial Regulations and Procedures.

Work with, develop and maintain a variety of systems within the Central Procurement Office (CPO) including for example: the web pages, tender software, efficiency reporting and contracts databases.

A commitment to efficient and effective working, ensuring that systems, processes and documentation are fit for purpose, minimize risk, are easy to use and support best practice.

Develop and maintain contacts internally (academics, administrators, and technical staff) and externally (suppliers, procurement colleagues, consortia) to:

- Allow procurement projects to be run smoothly.
- Ensure that users issues are acknowledged and dealt with, and.
- Ensure Client concerns are adequately registered and covered.

Provide oversight of various suppliers and contracts to ensure that they operate correctly, and uptake is maximized across the organization.

Provide a high quality of service for staff wishing to acquire goods/services and to oversee and work with colleagues to ensure that service levels are maintained.

Identify and provide training for colleagues involved in procurement activity

Other such duties as may reasonably be required by the Head of Procurement.

**E ssential Knowledge, Skills and Experience**

Sound experience of procurement work above clerical/administrative activity.

Possession of an appropriate procurement qualification, or demonstrable equivalent procurement experience, and/or willingness to study for such a qualification.

Computer literacy including in the use of MS Office with **advanced** level experience with Excel and Access programs

Good communication skills

Customer focus.

Understanding, and direct experience, of use of the Public Contracts Regulations.

**D esirable**:
Knowledge of Oracle Financials.

Experience of HE or another public sector environment.

MCIPS qualified

**Benefits**:

- 29 days annual leave plus bank holidays,
- 4 days closure at Christmas.
- The core working hours are 35 hours per week but there's obviously some flexibility in this depending on workload.
- Salary £31,000- £40,000 per annum dependant on experience
- Hybrid working available
- 2 days per week in office
