Planned Maintenance and Project Lead

The aim of the Property Asset Management Team is to ensure that all properties are maintained safely, the facilities that we manage are run efficiently, and that we ensure customer service and best practice are given priority.
The purpose of this post is to oversee the management of maintenance works and maintenance projects, across the two districts. The role will ensure that works are compliant and undertaken safely. The post holder will be required to ensure remedial, replacement and improvement projects are planned, funded, procured, and managed appropriately to the required outcome. This will include the performance management of contractors, scheduling of contractor visits, programming of works and arranging access. As part of compliance management, the post holder will be responsible for checking that all project documentation is accurately recorded, managed, and uploaded to the CAFM system.
They will also be responsible for liaising with the internal client across different council services to ensure safety, statutory compliance, and to minimise the impact upon the councils' business and services.
**Main duties and responsibilities**
To support the Senior Property Operations Officer and the Service Manager to provide strong and effective corporate and operational management of the service by:
Undertaking the project management of works connected with repairs, maintenance, and refurbishment, across properties in the portfolio.
Ensuring statutory compliance, through experienced building management and contract knowledge.
Writing procurement specifications and documentation in accordance with Council procedures.
Managing contractors through induction, key performance indicators and service level agreements. Overseeing contracts and ensuring that they are performing appropriately in line with the contract, and statutory compliance.
Arranging appointments, accompany visits, co-ordinate works between contractors
Reporting progress to senior officers in a weekly update.
Contributing to the service's budget planning and assisting with pricing future works
Proactively contributing to meetings within the service team
**Ensuring strong and robust compliance through**:
Supporting the Senior Property Operations Officer and the Service Manager to embed any changes in culture and practice to meet the needs of the councils.
Working with colleagues across the councils and with partners/contractors to deliver effectively and efficiently joined up projects, policies and initiatives to improve services.
Maintaining an awareness and understanding of new legislation and/or best practice
Supporting the Senior Property Operations Officer and the MRT lead to identify training required by in-house staff to ensure that in-house maintenance reaches required standards as set out in legislation or are recommended as best practice
Taking initiative for solving issues and problems
Ensuring the councils' policies and procedures are deployed correctly, notably health, safety and environmental, procurement and GDPR
Ensuring that in the planning of project works, consideration and appropriate action is taken regarding the welfare and wellbeing of employees within the wider team, contractors and property users
Ensuring that both in-house staff and contractors follow safe working practices, stopping work where necessary and proactively encouraging reporting of accidents, incidents and near misses
Providing cover for the Senior Property Operations Officer or other direct reports they are unavailable through sickness, annual leave or have conflicting appointments.
Representing either council equally and without bias, to all outside bodies.
The duties may vary from time to time without changing the nature of the post or the level of responsibility and the post holder may also be required to carry out any other duties appropriate to the grading of the post.

Project management experience
Minor works/ maintenance project works experience
Strong interpersonal and intrapersonal skills
Strength of character to ensure safety and compliance are prioritised
**Your essential qualifications**
GCSE English and Maths A-C or equivalent
Facilities management or construction professional qualification.
Evidence of competence shown through CPD regarding health safety and compliance
Must hold a valid UK driving license
**Experience**
At least 3 years' experience in a similar role, including contract management
Role requires a broad technical knowledge base, and experience should evidence a deep understanding of delivering statutory compliance management and small/medium works.
Experience in procuring contracts and managing contractors
Local government experience preferred but not essential
