**Job summary**:
Forestry and Land Scotland (FLS) is an executive agency of Scottish Government. We manage Scotland’s national forests and land on behalf of Scottish Ministers and serve as part of the Environment and Forestry directorate of Scottish Government. FLS is a fast paced commercial business environment with a high proportion of its core activities being contracted out. Procurement therefore plays a crucial role in supporting the sustainability and success of our business, infrastructure and operational activities.

Our procurement team is a national delivery and support function, structured into three Category Teams and a Policy Team, with staff located in Edinburgh and Inverness. Members of this team work cross functionally with staff in other national support teams and with colleagues in our 5 Regions, located across Scotland.

**Job description**:
Reporting to our Procurement Policy, Systems and Training Manager the post holder will support procurement policy, systems and training development work and participate in other supporting initiatives, such as supplier development activities, to support the implementation of the Corporate Procurement Strategy.

As a key member of the Procurement Policy Team you will support and enable the delivery of an efficient and effective Regulated procurement and contract management service to both the Procurement team and the wider organisation, ensuring compliance, professionalism and best practice throughout all of our activities.

You will develop and deliver Regulated procurement policy, process and templates for FLS, shaping the way in which procurement activities are delivered from project inception to exit. You will also support procurement statutory reporting and audit requirements, enabling delivery against various Procurement Strategy actions.

This post does not currently have any staff management responsibility; however it will require a high degree of stakeholder consultation and it is likely to development staff management responsibility over time.

**Main Duties**

You will support the Procurement Policy, Systems and Training Manager by undertaking a range of duties including:

- **Procurement and Contract Management Policy, Templates & Process**

Maintain expert knowledge on procurement legislation, policy and best practice procedures for procurement and contract management; interpret and make recommendations for implementation within FLS. Areas of expertise to include but not be limited to Public Contract (Scotland) Regulations, Procurement Reform Act, Concession Contracts (Scotland) Regulations etc.

Shape, develop and update FLS Regulated procurement and contract management policy, process and template documents and process maps, reflecting corporate styles and ensuring best procurement practice and adoption of the Procurement Journey. Draft and or maintain Standard Operation Procedures for Regulated procurement and contract management activity. Support implementation of the same, across the Procurement team and User Intelligence Groups

Maintain currency of Scottish Procurement Policy Note (SPPN) updates and any changes to the Procurement Journey, and any other briefings which affect the Regulated process; interpret, embed and communicate changes in the appropriate manner to relevant stakeholders.

Build up from a variety of sources, a suite of best practice examples and models of completed forms and templates associated with the Regulated procurement and contract management process.

Act as the initial point of contact for the Supplier Development Programme.

Support and implement any new actions associated with the review of Delegated Purchasing Authority (DPA), including new governance processes.

Provide ongoing best practice support to the non-regulated DPA network and wider cost centre teams.

Support the maintenance of the FLS suite of Terms & Conditions. Provide expert knowledge to teams on drafting and points of negotiation and build up a suite of best practice examples and models for KPI’s, Service Levels, Service Credits, special terms and other areas.

**Procurement and Contract Management Training**

Work collaboratively with own team, Learning & Development and the wider business to develop relevant training material covering the various roles and responsibilities associated with regulated procurement and contract management activity. Consider a variety of training methods and develop techniques to test effectiveness.
