**ROLE DESCRIPTION - January 2023**

**CRHA is a charitable housing association providing good quality homes throughout Cornwall and on the Isles of Scilly.**

**JOB PURPOSE**:
The overall purpose of the Property Services Officer role is to provide technical support to the property related operations of CRHA, supporting the Property Services Manager and other teams across the organisation to deliver services that are efficient, effectively, delivered to high standards, and meet regulatory and statutory requirements.

**KEY TASKS**

1. To carry out technical surveying in existing homes, void properties and to deliver the annual stock condition programme.

2. To plan, prepare, project manage and deliver planned and cyclical programmes of investment and maintenance.

3. To arrange and oversee the delivery of void related works and services, ensuring that high quality homes are provided to new customers and rent loss is minimised for the business.

4. Responsibility for day-to-day contractor management including contractor checks and verifications, quality assurance and the efficient and cost-effective delivery of works and services.

5. Contribute to strategy, policy and procedure development in relation to the organisation’s property services function, including asset management, building safety, future homes standards and climate response.

6. To contribute to the delivery of a fully responsive, effective and customer focussed repairs service, ensuring that performance and satisfaction are at an optimum and regularly reported on.

7. Support the Property Services Manager to manage the delivery of all customer and building safety services, including cyclical servicing and safety checks.

8. Monitor financial, technical and other operational performance that Property Services is responsible for including budgetary management and control.

9. In conjunction with the Finance team, ensure that the organisation takes a proactive approach to procurement, ensuring value for money and efficiency from works and services commissioning and award.

10. Accurately record and collate property related data and information on CRHA IT operating systems.

11. Ensure that the procuring, processing and administering of work meets audit requirements.

12. Ensure compliance with the organisations standing orders, policies and procedures.

13. Undertake appropriate training as agreed with the Property Services Manager.

14. Undertake any other duties consistent with this role and which may be required from time to time.

**PERSON SPECIFICATION**

**Essential qualifications & experience**
- Good standard of general education.
- Degree educated or equivalent (desirable).
- Minimum of 3 years of relevant experience of working in a customer focused organisation.
- Significant technical experience and ability.
- Experience of providing property related services and activities.
- Ability to understand and interpret complex information and communicate that information effectively.
- Financial and budgetary management experience.

**Essential skills, knowledge & abilities**
- Demonstrable track record of delivering effective change and high performance.
- A working knowledge of Health and Safety good practice.
- Ability to write and explain reports.
- Excellent interpersonal and communication skills, with a collaboration/consultative working style, that builds good relationships.
- Able to think creatively, analytically, and strategically whilst working practically, under pressure, managing time and prioritising conflicting demands for self and others.

**Personal qualities & circumstances**
- Able to travel within Cornwall and the Isles of Scilly and work occasional unsocial hours.
- Passionate about working within charitable, not for profit organisations.
- Understanding of and respect for CRHA’s values and purpose.
