Deputy Chief Medical Officer

The Deputy Chief Medical Officer (DCMO) for Clinical Productivity and Transformation will play a pivotal role in the Chief Medical Officer’s (CMO) leadership team, supporting the delivery of the Trust’s strategic goals with a focus on improvement and innovation, quality and the provision of safe and effective care.
The DCMO role will be 5 PAs with additional clinical PAs
This post, together with the DCMO for Medical Workforce and the DCMO for Quality and Clinical Effectiveness will work with the CMO as one team and will be expected to support the entire CMO portfolio when required.
The DCMO for Clinical Productivity and Transformation will lead on the implementation of robust systems and processes for monitoring and improving patient outcomes, thereby providing assurance that clinical care is safe and effective.
The post holder will also contribute to the development of strategy and operational policies to implement the Trust’s approach to the improvement to health and social care systems.

Strategy/General
- Support the Chief Medical Officer (CMO) in providing advice to the Trust on current medical views, new developments in clinical practice and related resource needs to ensure that decisions and service developments are appropriately informed on best practice.
- Work closely with the CMO and other Chief Officers on clinical quality improvement, advising on the development of services and the delivery of performance standards.
- Work with Clinical Divisions and Service Delivery Units (SDUs) to establish effective systems and processes to support the maintenance of outstanding levels of clinical performance and enable the delivery of the clinical governance agenda.
- Work with the Director of Medical Education and the DCMO Medical Workforce & Transformation on strategic planning for medical workforce to include recruitment, reduced reliance on temporary staff and planning for current and future needs to maintain safe staffing levels and comply with the national Workforce Safeguards requirements.
- Lead and motivate senior medical staff to ensure that their professional attitudes and behaviours are in line with the strategic business direction and values of the Trust.
- Work in close collaboration with medical staff to ensure their engagement with new initiatives and changes to patterns and costs of service delivery and receive feedback on service developments from those directly providing care to patients.
- Support the preparation of clinical service business plans, budgets and contract arrangements to ensure that each service has the medical staff and non-staffing resources to deliver the clinical services committed within business plans, and in line with the introduction of new local and national initiatives including seven day services.
- Provide advice, guidance and leadership to colleagues to promote systems and processes of work that generate safe and effective patient care.
- Identify and disseminate examples of national and international good practice to ensure that divisions benefits from relevant innovations in healthcare.
- Responsible for writing reports (eg for Board assurance) in respect of clinical and service improvement.
- Provide support to the DCMO Medical Workforce & Transformation in the development of roles and careers, medical appraisal and revalidation, professional standards and workforce planning in respect of the medical workforce
Clinical Productivity & Transformation
- Communicate the Trust’s vision for clinical excellence to be the foundation of practice whilst embedding research and innovation in conjunction with the R&I team.
