**The Role**:
As a Finance Manager you can make your own powerful contribution, managing and mobilising resources as Westminster Finance aims to achieve its ambition of being ‘Best in Class’. Contributing to a culture of high performance and continuous improvement, you’ll deliver excellent financial and commercial management underpinned by robust analysis, and promote and embed best practice methods and standards. Leading by example as you model our values and behaviours, you’ll work collaboratively with Members, council services, partners and stakeholders as you help us achieve our objectives and develop our reputation for delivering great value for our residents.

You’ll have a number of specific responsibilities - these include assisting with the provision of technical advice, guidance, briefing papers and training on best practice financial management and commercial issues. You’ll also advise on a range of financial and commercial issues relating to high profile programmes and capital projects, and manage support to the closure of accounts for the relevant team. Ensuring that income and expenditure accounts are accurate, balance sheet items are reconciled and holding accounts are cleared on a timely basis, you’ll also undertake regular closedowns of your areas.

You’ll have a wide range of additional responsibilities - these include contributing to the strategic direction of the service, taking responsibility for the service improvement plan, lead on quarterly reporting - for capital and revenue, assist with the budget setting process, and critical input into Cabinet Member and procurement reports.. We’ll also expect you to develop and review procedures and reference manuals that support consistent service delivery with legislation and codes of practice.

**About You**:
With a degree or relevant knowledge and experience, and a CCAB/CIMA or its overseas equivalent, you’ll have managed a significant function in a large multi-disciplined organisation with comparable budgets and resources. Capable of maintaining partnerships and productive working relationships with senior managers, councillors and other stakeholders, we’ll expect you to have a track record of analysing and providing advice on local government finance and policy issues, including legislative change and horizon scanning.

You’ll possess well developed knowledge of the issues facing local government, the legal, financial and political context of public sector management, and the statutory responsibilities of this post. You should also have the ability to deploy relevant business and commercial knowledge and techniques, including project, programme and change management techniques, research methodologies, KPIs and standards.
