Overview:

An exciting opportunity has arisen for 2 Support Inspectors within HM Inspectorate of Constabulary in Scotland (HMICS). Our offices are in Edinburgh and there would be an expectation of regular attendance on site or in Police Service of Scotland (PS) or Scottish Police Authority (SPA) offices at appropriate times.

If you have an interest in policing and in being involved in improving policing across Scotland, then this position may be ideal for you. You will play a pivotal role in ensuring that HMICS has the ability to monitor, assess, inspect and report on the state, effectiveness and efficiency of Police Scotland and the Scottish Police Authority.

You will have a well-developed knowledge and understanding of policing and public policy in Scotland and possibly elsewhere. This will include an ability to understand the inspectorate functions, audit and risk and how this operates within Scotland in relation to the oversight and scrutiny of policing and the Scottish Police Authority.

**Responsibilities**:

- Project manage inspections, maintaining project plans and ensuring adherence to timetable, costs and resources
- Carry out scoping activities including research and gather evidence and data to support and deliver scrutiny work as required
- Liaise with a range of stakeholders at senior level in Police Scotland, Scottish Police Authority and Scottish Government to support the delivery of the scrutiny programme
- Contribute to the design and inspection methodologies in line with the HMCS Inspection Framework and other evidence gathering mechanisms
- Support delivery of the wider HMICS scrutiny plan
- Line management of staff

Essential Criteria & Qualifications:
1. Broad experience as a project, policy or research manager with the ability to prioritise, plan and risk manage a demanding workload

2. Excellent written and oral communication skills with ability to produce clear and concise information for internal and external stakeholders to agreed deadlines

3. Strong interpersonal skills and able to work as part of a team and to build good working relationships with internal and external stakeholders at all levels to support the scrutiny inspection programme

4. Ability to analyse large amounts of complex information, draw out key findings and deliver high quality and relevant briefings

**Qualifications**

No specific qualifications are required for this role. However, HMICS has developed an Inspection Framework using the European Foundation for Quality Management (EFQM) Excellence Model. You will either have attained or be willing to complete the EFQM Foundation level training.
