PARD leads the delivery of Ministers’ statutory responsibilities and policies for the operation of the planning system, development and use of land and a wide ranging programme of reform including delivery of National Planning Framework 4 (NPF4). Adopted and published on 13 February 2023, NPF4 signals a turning point for planning, placing climate and nature at the centre of our planning system and making clear our support for all forms of renewable, low-carbon and zero emission technologies, including transmission and distribution infrastructure.
**Job description**:
- Supporting delivery of NPF4 (policy 11) on Energy and related policies; ensuring a co-ordinated and flexible approach which supports wider objectives for planning reform.
- Working closely with Marine Scotland, Heads of Planning Scotland, the Improvement Service, Key Agencies and wider stakeholders, to progress practical measures to ensure the planning system enables and facilitates the roll out of offshore wind.

**Person specification**:
- Degree in Town and Country Planning or equivalent.
**ESSENTIAL CRITERIA**
- In-depth knowledge of the Scottish Planning System, NPF4 and the Planning Acts.
- Organisational skills and an ability to work to tight deadlines.
- Strong communication skills, both written and verbal and ability to communicate effectively with internal stakeholders and external stakeholders.
- Experience of analysing and evaluating complex information and reaching informed conclusions to support recommendations
