The Building Surveyors are responsible for the design and delivery of a large and varied portfolio of building projects across Lancashire. In this service we pride ourselves on delivering high quality, cost effective, environmentally friendly buildings and are looking for an enthusiastic and engaging Surveyor to provide professional technical advice enabling clients to plan and manage their premises management responsibilities effectively.

**Role & Responsibilities**

The District Surveyor will act as the first point of contact for our clients and is expected to be able to provide sound professional advice on all property related matters. Managing client relationships and setting expectations are fundamental for this customer focused role. Co-ordinating all contract work from inception to completion, advising on statutory requirements including Planning, Building Control, Asbestos and Fire Safety are necessary in order to assist our clients in fulfilling their Premises Management responsibilities. Providing advice on the priorities for planned programmes of work and at the same time responding to urgent reactive maintenance requirements are all part of our service

This role also provides consultant advice to external clients and the schools aided sector including the Diocese of Cumbria, Lancaster, Blackburn, Salford, Liverpool and West Yorkshire.

You should be able to proactively collaborate with other members of the Building Design Team, and across the Council's other Design and Construction disciplines, working within well-defined functional objectives yet questioning and challenging Council practices and procedures based on improvements in technology, legislation or improved efficiencies.
- Client liaison and first point of contact for Lancashire County Council Design and Construction for all Service level Agreements for reactive maintenance Capital Programme delivery and for any external funding project work.
- Provide Premises Management compliance advice and support in relation to all actions set out in the Lancashire County Council Statement of Compliance, to ensure statutory duties are fulfilled.
- Have a strategic overview providing co-ordination and liaison in relation to Lancashire County Council activity within a designated area.
- Manage reactive and planned maintenance projects.
- Manage/ co-ordinate planned project works on behalf of the client, commissioning projects of higher value to the Projects Team, undertaking the role of Principal Designer under the CDM Regulations.
- Assist clients with forward planning/ budgeting to maintain and ensure properties are fit for purpose.
- To develop and co-ordinate bids on behalf of School's for capital improvement works.
- Management of external contractors, ensuring compliance with Asbestos Regulations and Lancashire County Council procedures.
- Work collaboratively with external partners such as Lancashire County Developments Ltd (LCDL) to help them fulfil their statutory functions.
- Provide construction related Health and Safety advice.
- Provide property functions/ support to other related services in house i.e. School & Residential Care Catering Service.
- Strategy and planning advice including Engineering Service contracts.
- To provide 24/7 support for all Schools / corporate retained buildings / care homes / day centres etc. for any building work repair and maintenance requirements and related emergencies 365 days a year.
- Cover out of hours' emergency telephone standby duty on a rotational basis.
- Supporting clients with property related risk management.
- Undertake building surveys, schedules of dilapidation, condition surveys and provide building work cost estimates as required.
- Carry out inspections of High Alumina Cement (HAC) buildings.
- Deliver and manage complex and high risk service assignments and activities (e.g. Inspections, assessments, investigations, managing caseloads), to meet service requirements and to ensure the best outcomes for both customers and the Council.
