The People Directorate provides strategic leadership and advisory services in support of the Bank’s people agenda.

The Learning and Organisational Development Team are part of the Talent, Acquisition and Development division, and sit in the Bank’s People Directorate. We are responsible for providing the centralised learning offer for our 5000+ Bank colleagues ensuring that all colleagues can continuously grow their skills and fulfil their potential.

We are seeking a Learning Programmes Lead to lead on significant learning programmes as they are developed. Initially this will involve taking on responsibility for the management and development of the Bank’s Central Banking Qualification (CBQ) and other programmes will be added in the future. Additionally, the role-holder will provide delivery support to the Bank’s Induction Programme.

The Central Banking Qualification (a distance learning MSc Central Banking and Financial Regulation ) is a unique set of qualifications in the theory and practice of central banking. Students learn both from experienced policy-makers and top academics and gain distinctive Postgraduate qualifications ranging from a single-module award to a full Masters qualification accredited by Warwick University. The programme combines both theory and the practice, giving students a rigorous framework for understanding the full range of the Bank's policy functions and operations and the linkages between them.

**Role Requirements**
- Assist in planning, designing and amending the programme, proactively monitoring its progress and taking corrective action
- Manage resource allocation (in terms of products, services and skills) within the programme
- Manage the supplier relationship with Warwick Business School, ensuring compliance with commercial performance standards and procurement controls, and positive engagement.
- Work closely with peers in the Future Talent and Learning & Development teams to manage interfaces with the Bank’s graduate and learning propositions.
- Manage all budgets and costs associated with CBQ ensuring accurate forecasting and cost effectiveness.
- Work with WBS to set standards, and ensure quality assurance and integrity of the programme in regards to this is maintained
- Lead on the development and implementation of other significant learning programmes - performing a role similar to that described for CBQ.
- Support the delivery of the Bank’s Induction Programme.

**Minimum Criteria**
- Good grasp of the fundamentals of central banking and have sufficient knowledge of central banking
- Experience of programme management, including knowledge of planning, monitoring and controlling programmes
- Strong consulting, engagement and relationship management skills
- Strong business case development and approval skills
- Proven record of thought leadership
- Proven team player with ability to work collaboratively with others, including in cross-functional teams
- Understanding of diversity, equity and inclusion (DE&I) and accessibility considerations for learning

**Desirable Criteria**
- Previous experience of commercial supplier management, including procurement processes and budgeting and resource allocation procedures
- Experience of learning and education design, development and delivery.
