The Head of Corporate Estate Management (CEM) has leadership responsibility for DVSA’s CEM team and services.
The post holder is required to provide the professional leadership, support, advice and guidance expected of an experienced Chartered Surveyor whilst delivering those elements of the DVSA Estates Strategy relating to property acquisition, disposal, property management, lease re-gearing and valuations.
The primary outcome of these activities is to ensure the provision of secure testing and administrative facilities in compliance with Operational Delivery Models.

**Strategy**
- Ensure DVSA’s property portfolio is fit for purpose and provides best value for money throughout the range and use of all assets.
- Look for and provide innovative solutions to meet DVSA’s operational and accommodation requirements, in line with the Operational Delivery Models and underpinning Estates Strategy.
- Act as the ‘intelligent client’ when reviewing and agreeing leases and accommodation
**Governance**
- Providing expert advice, support and challenge to DVSA Directors, managers and budget holders and to other parts of the business on Estates matters.
**Stakeholder Management**
- Ensuring excellent relationships with stakeholders regarding Estates issues, including liaising with DfT and other agencies in respect of property issues.
- Ensure effective liaison with relevant stakeholders including DfT, Operations, TFM and Property Investment and Site Transition and Rationalisation teams.
**Delivery**
- Lead the day-to-day management of buildings and accommodation across the portfolio to meet business needs and aspirations of the Agency.
- Ensure all activity in relation to lease events accords with National Property Controls and the requirements of the Government Property Unit.
- Manage all leases, licenses and MOTOs and ensure that all relevant notices are correctly served in a timely manner.
- Manage all lease and licence acquisitions and disposals, legal disputes and title issues.
- Manage the acquisition and disposal of property assets.
- Provide expert advice, support and challenge to DVSA managers and budget holders and to other parts of the business on estate management issues.
- Ensure the prompt payment of all rents, rates, service charges and insurance payments.
- Lead and mentor DVSA CEM Team staff.
- Manage revenue budgets for rents, rates and service charge budgets (£c.£24m)
- Manage DVSA’s Estates Professional Services Contract
- Manage DVSA’s Legal Services Property Contract
- Benchmark properties, identifying improvements and looking to dispose of poorer performing properties.
- Contribute towards the development, approval, maintenance and implementation of the DVSA property Asset Management Plan as required by DfT and Central Government.
- Ensure effective liaison with all key stakeholders including DfT, Operations, Enforcement, TFM, Property Investment and Site Transition and Rationalisation teams.
- Assist with the development, communication and promotion of DVSA’s corporate core purpose, vision, objectives and values.
- Execute management responsibilities effectively, working with, leading and acting as a role model for team members and colleagues, ensuring capabilities to achieve successful delivery of business performance whilst maximising the efficiency and effectiveness of the financial resources delegated in line with the Civil Service values.
