**Overview**:
**Appointment of the Chair of the Board of Crown Estate Scotland**

Scottish Ministers are looking to appoint a new Chair of the Board of Crown Estate Scotland from 1 July 2023.This is an incredibly exciting time to lead Crown Estate Scotland. The organisation has accomplished much since the management of the Scottish Crown Estate was devolved to Scottish Ministers in 2017, and the landscape in which Crown Estate Scotland operates continues to evolve.In particular, this is due to the development and ongoing delivery of the world-leading ScotWind programme, but also the increasingly important role of natural assets in addressing the twin crises of climate change and biodiversity, proposals for land reform, reform of agricultural support, a growing focus on community wealth building, and the Scottish Government’s commitment to deliver net zero through a just transition.-

**Crown Estate Scotland**
- Crown Estate Scotland’s purpose is ‘investing in property, natural resources and people to generate lasting value for Scotland’. The organisation is at the heart of Scotland’s journey to net zero and has a key role to play in promoting sustainable development across a range of assets and sectors.Crown Estate Scotland is a self-financing Statutory Public Corporation accountable to the Scottish Ministers and to the Scottish Parliament. It is responsible for managing a diverse portfolio of land and property - called the Scottish Crown Estate - including seabed, coastline, commercial property and rural estates. Revenue profits from the Scottish Crown Estate are transferred to the Scottish Consolidated Fund for public spending and capital profits are reinvested in the Estate. - The Chair will provide effective leadership and guidance to **ensure that Crown Estate Scotland delivers** its functions effectively in accordance with the aims, policies and priorities of the Scottish Ministers to which the Crown Estate Scotland is aligned via Crown Estate Scotland Corporate Plan.
- The principal role for the Chair is to provide **strategic leadership of the Board** and to ensure that it has the ability to deliver its remit effectively. In particular, the Chair will lead the Board’s approach to strategic planning and ensure that, in reaching decisions, it takes full account of guidance issued by Scottish Ministers.
- Crown Estate Scotland adopts **a **strategic approach to the management of the Scottish Crown Estate portfolio** and how it is managed to create lasting value for the people of Scotland. The Chair should ensure Crown Estate Scotland is delivering effectively in the context of the **wider Scottish public landscape, partnering and collaborating with relevant bodies and stakeholders** to deliver the best possible outcomes for Scotland.
- The Chair **will consider Crown Estate Scotland’s commercial remit through a global lens**, including international markets. The Chair will guide the organisation to maximise the delivery of economic, social, environmental and regenerative benefits in Scotland.
- The Chair is expected to **engage effectively with the senior leadership team, to provide support and constructive challenge and to help foster a culture of continuous improvement.** They will also provide a **strong, healthy ‘challenge function’**, carefully scrutinising planned and underlying assumptions before significant decisions are taken. Where necessary, the Chair will challenge other members and senior staff at Crown Estate Scotland.
- The Chair will **support the careful balance** between Crown Estate Scotland’s roles of enhancing the value of the Scottish Crown Estate and contributing towards community empowerment and wider socio-economic and environmental benefits.
- The Chair will also be expected to promote the principles of **good corporate governance** and encourage high standards of propriety and regularity with respect to the activities of the Board and of Crown Estate Scotland.
- The Chair will consider appropriate succession planning to build a **high performing board **based on an appropriate balance of skills to provide strategic leadership of Crown Estate Scotland, promoting and fostering diversity and inclusion.
