**Comprehensive Spending Review Lead (Inside IR35**

**Duration 12 Months (possible extension)**

**Location; Hybrid Working 1-2 days per week in Harwell**

UKSA is delivering an ambitious portfolio, supported by a three-year budget allocated through the 2021 Government spending review. You will co-ordinate work to establish UKSA’s resource requirements for the next spending review period.

Bringing experience of Spending Reviews and developing complex and high-value business cases in government, you will manage the Spending Review process in UK Space Agency. Working across the organisation and with stakeholders, including DSIT, you will ensure the Agency’s future resourcing requirements align to a well-defined, evidenced and costed portfolio, with clear deliverables and outcomes linked to the National Space Strategy.

You will work within the UKSA’s Corporate Services Directorate, alongside the Strategy, Corporate Planning, Evidence and Finance Teams (the Spending Review activities of which you will coordinate) and a dedicated contractor who will provide contract and project management support

**The Comprehensive Spending Review Lead key responsibilities will be**:

- Oversee the establishment of a robust evidence base, drawing from programme evaluation and wider research, to assess the value for money of proposed future space investments and inform future resource requests.
- Oversee timely and accurate responses by UKSA for requests for information from DSIT, HM Treasury or others to support departmental planning towards the launch of the next spending review.
- Coordinate and add value to UKSA strategy team’s work with DSIT to establish the outcomes UKSA should prioritise in the spending review, to deliver the National Space Strategy and associated policy direction.
- Coordinate the provision of strategy authoritative advice to senior leaders in UKSA on UKSA’s priorities in different resource scenarios, considering the options that best drive value for money and maximise UKSA’s outcomes.
- Deliver engagements with staff and stakeholders that identifies a long list of potential future UKSA projects and business as usual activities to support the UK space sector.
- Lead the development of business cases, where needed, to create or continue projects into the next spending review period. Cases must robustly assess the case to invest, supported by clearly defined project plans, costs and governance, in compliance with Managing Public Money.
- Procure and manage a contract for external support to this work, including managing data, providing economic and financial analysis, and producing and assuring the quality of business cases.

**Essential**:

- Experience of Overseeing the production of business cases for major projects and programmes requiring departmental and HMT approval, ideally with a focus on R&D and/or science and within BEIS or its successor departments.
- Put forward compelling bids at previous Spending Reviews, drawing on a wide range of external and internal external expertise to prioritise and evidence the value of the bid and model the impact of and your response to different funding scenarios.
- Managing complex policy or delivery programmes and commercial processes to support these.
- Must be extremely numerate and confident in developing and maintaining the accuracy of information used for corporate planning
- Ability to make authoritative recommendations to senior officials.
- Flexible and able to respond quickly to changing demands as the Spending Review process and the demands on the Agency evolve.

**Desirable**:

- Experience of working at a senior level in an arm-length body or sponsorship function in a central department is also highly desirable.
- Understanding of the UK space sector will add value but is not essential.
- Ability to familiarise yourself with a range of technical programmes, their performance and resourcing needs, while balancing these programmatic issues with bigger picture considerations when coordinating our Spending Review effort
