We are looking for a talented and ambitious colleague to join our team in what we believe to be an exciting opportunity to make a real difference and impress in an influential role.
In this role, you will primarily deliver temporary and interim staffing solutions by sourcing, managing and developing 3rd party agency relationships and supply including accurate determination of employment status (IR35). You will provide advice and guidance to hiring managers about temporary staffing solutions, consider various options and ensure their staffing requirement is met. You will source interim staffing via recruitment agencies (using the councils supply change management solution), mainly via
established relationship but when required by establishing new relationships and procuring new services.
You have an understanding how temporary recruitment agencies work, this helps you navigate their terms and conditions and hold suppliers to account ensuring that they deliver the agreed service levels. You have strong account management and coordination skills, and your resilience and determination ensures that you meet hiring manager’s requirements through your supply routes. You will coach managers and colleagues in how to get the best out of agency supply, helping us form genuine partnerships for mutual benefit and secure talent in often scarce markets because of the depth of these relationships.
You will work closely with wider resourcing solutions colleagues as we collectively deliver complex and effective resourcing solutions across a wider range of sectors and clients.
Part of the role will involve using your employment status understanding and making IR35 tax assessments to ensure that engagements for temporary staff are tax compliant. Its not too onerous, but it helps us identify the most appropriate route to engage temporary staff resource.
When we recruit new staff from overseas using our Sponsorship licence, we have on occasion utilised recruitment agency partners to support this recruitment. The opportunity to develop wider understanding regarding the complexities of international recruitment and manage agency supplier relationship is an interesting aspect to the role.
You will have the opportunity to advise clients regarding how to use temporary staff appropriately, encouraging permanent rather than temporary hires for medium or long-term needs. We are keen to ensure that agency temporary workers and their suppliers have a positive experience of working with us, to achieve this we ensure that we have the create the right conditions to ensure that the assignment is a success, being clear on roles, responsibilities and clear accountability.
**To be successful in this role you will;**
- Draw on your recruitment agency experience either working within or managing agency supply
- Develop professional knowledge and solutions for employment status and temporary staffing routes and solutions
- Have had experience dealing with a high volume number of complex roles to fill at one time
- A proven track record of working successfully with stakeholders at a various levels
- Ability to create a strong network - understanding of the value of this within recruitment
- Working to, and developing frameworks, and following sound HR & Agency Recruitment processes - in time an expert in your field.
Once in post, you will become an expert in relevant statutory frameworks such as agency workers regulations, employment law in particular employment status, intermediaries off-payroll tax legislation etc.
Your inquisitive nature will drive you to have expert knowledge. Your agency suppliers will be well briefed, prepared and supported to deliver the best service, as a result of your support. The experience enjoyed by your recruiting managers and agency supply colleagues will compel them to personally thank you, and be an avid supporter of your work, so much so that they seek you out when they are next looking to recruit, or looking for advice in their own next requirement.
