**Purpose of the role**

Reporting to the Senior Finance Manager (SFM), You will be responsible for supporting procurement, and contract activity across the IMA (INDEPENDENT MONITORING AUTHORITY) in accordance with commercial and procurement policies and procedures. You will engage with a wide range of stakeholders, including senior stakeholders and will provide expertise on procurement activity. A key aspect of this role is to ensure the IMAs compliance within procurement, Government Spend Controls and Managing Public Money.

**What will you be doing?**

Monitor procurement activity. Resolve issues with invoice holds errors and payment delays using data available on a weekly basis. Report on procurement SLAs in line with objectives. Track internal purchase to pay activity. Support the business with all procurement related activity, including policy and procedure guidance. Effectively communicate with stakeholders, including MoJ Finance Business Partners, Transaction Team, Executive Team.

**Policy and Guidance.** Ensure relevant updates are included in business guidance and process maps. Ensure that information relating to policy is communicated to all staff and fed into policy reviews. Contribute suggestions to improve the engagement and understanding of available guidance.

**Audit and Information Management.** Maintain financial records in line with organisational policy and procedures. Suggest and improve approaches to the management of financial information within the IMA. Support the SFM by liaising with, and providing evidence to, audit stakeholders such as Government Internal Audit Agency (GIAA) and National Audit Office (NAO).

**Financial Assurance.** Provide assurance and recommendations that support the IMA approach to Managing Public Money, specifically contributing to the Management Assurance Statement, Risk Registers and the IMA Annual Report and Accounts.

**Financial Compliance.** Develop and report on the IMA financial compliance ensuring we meet Cabinet Office Spend Controls and the effective use of Managing Public Money. Suggest and implement process changes that support compliance, and the IMA aims around continuous improvement.

**SME (Subject Matter Expert) for Contract Management Framework (CMF).** Lead functional meetings with MoJ stakeholders, report to HoCS and SFM on items due for review. Review and monitor performance data relating to contracts and suppliers. Manage the Commercial Continuous Improvement Assessment Framework (CCIAF), ensuring IMA continuously improves against the assessment and any remedial actions for compliance are addressed to both quality and schedule requirements. Develop cyclical reporting of CMF to Executive Team (ET) and Board with support from SFM and HoCS. Manage the planning and execution of all post-implementation, boundary and exit reviews for IMA contracts.

**Commercial and Tender Support.** Provide widespread support to teams with the preparation of business cases, specifications, tender documents, and evaluation of tenders.

**Finance and Accounting activity.** Provide support and guidance to budget holders in relation to forecast activity (using knowledge and skills which support the commercial, contract and procurement activity). Provide support to the MoJ FBP in relation to transaction reporting on a monthly basis. Run internal expense audits and report monthly to SFM, escalating any issues in line with the relevant policy. Act as deputy to SFM during times of absence with support from HoCS.
