**Purpose of the job**

Lead the delivery of Bexley's internal improvement and delivery plans in Children's Services (social care and education) and Adult Social Care and provide peer challenge of these plans.

Support Children's and Adults services in the planning and preparation for strategic inspections and reviews including mock inspection / peer challenge / stress test.

Provide professional expertise to drive a programme and project management approach for the Council, helping to develop and embed a culture of continuous improvement.

**Principal accountabilities**

**_Strategy_**

Establish a clear framework for Improvement, agreed by CLT and regularly refreshed and monitored and reported to CLT.

Ensure Adults & Children's Services are aware of all potential Inspections and support them in their preparations for Inspection and Peer Reviews.

Maintain awareness of inspection/ regulatory requirements relating to other services and brief on these as necessary.

Develop strategies for efficient and effective delivery of agreed improvement programmes.

Develop strategies to mitigate risks and address issues including developing and agreeing alternative approaches if necessary.

**_Direction_**

Develop, implement and review improvement processes that enable achievement of outcomes to be demonstrated efficiently.

In partnership with services, develop, implement and monitor an Improvement Plan for areas where improvement is required.

Ensure all Adults & Children's Services are clear on the Inspection and Peer Review requirements and have plans in place to meet these.

Act as lead officer for inspection preparation if required and liaison officer with Ofsted for specific inspections.

Build strong, collaborative relationships across the council's business to understand the issues and draw conclusions on how things could be changed for the better.

Direct the delivery of individual improvement projects within the programme to ensure the overall outcomes are achieved.

**_Implementation_**

Identify emerging business needs and provide high-level analytical advice and recommendations to Corporate Leadership Team and Members.

Maintain an external focus, identifying good practice, key agenda and direction of travel and forging links and networks outside the Council to pursue corporate objectives.

Implement and maintain an improvement approach that supports the internal management of the Council, the agreed Improvement framework, external benchmarking & inspection and the requirements of statutory regulators.

Play a key role in coordinating the planning and preparation for strategic inspections and reviews. This includes collating documentation, information and data that will enable the Council to meet inspection requirements and evidence the impact of its workand producing clear, concise and persuasive written analysis and explanations of the authority's position suitable for submission to Inspectorates or briefing of Council Members, key staff or partners.

Ensure there is effective communication of improvement arrangements throughout the Council to promote a consistent approach.

Implement the agreed Improvement framework.

Deliver programmes and ensure the delivery of cross cutting improvements.

Provide regular programme monitoring information and flag up risks, issues and deviations from plans.

**_Organisational Control and Development_**

To keep under review and develop the structures, procedures and working methods for which the post holder is responsible to ensure an integrated, effective and efficient approach to the delivery of services.

To ensure that working practices and processes are developed that maximise the use of new technology to ensure efficient and effective delivery of services, including automation of reporting wherever possible.

To develop internal & external service or functional networks to facilitate joint working, sharing of best practice and information.

Oversee the service in such a way as to protect its financial and operational viability

To keep under review local and national agendas and initiatives impacting on service requirements and delivery.

Ensure that team members are managed, appraised and developed, and that effective arrangements are made for their oversight and development to meet service needs and to provide equality of opportunity.

**_Staff Management and Development_**

Build and sustain a high performing team through the effective recruitment, induction and retention of staff, ensuring that they are managed and developed to work flexibly across the team to meet current and future needs.

Lead and direct the work of the team, providing professional guidance on major issues and directly supervising the work of immediate subordinates.

Develop staff capabilities in programme and project management across the organisation.

Matrix management of tasks related to the virtual teams required to deliver projects / programmes and improvement.

Effectively line manage agency workers or consultant resources engaged to ensure specified outcomes are achieved.
