**Your New role**
We currently have an opportunity for a Project Manager to join our Scheme Delivery team in the South East region. The Project Manager will plan and manage the delivery of a portfolio of projects within the Region’s rolling 5-year capital programme. Managingthe performance of the project teams, multiple external contractors and consultants. Ensuring adherence to effective governance, quality assurance, health and safety, technical and specialist standards across the supply chain and National Highways, to ensuresuccessful delivery of agreed project outcomes and acting in line with mandatory and delegated responsibilities.
**What you’ll be leading on**
- Manage the delivery of a complex portfolio of inter related allocated projects within the Region’s rolling 5 year capital programme, across all stages of the project lifecycle, from design to introduction into service.
- Develop and maintain strong collaborative relationships with the Regional Management Team, Programme Delivery managers, key stakeholders, suppliers, contractors and across National Highways teams, to ensure full mutual understanding of the portfolio’s strategicand delivery objectives, to drive and report on and review delivery performance, to agree solutions that resolve complex issues and to prepare project business cases.
- Manage and motivate Assistant Project Managers and the collaborative teams, to ensure effective utilisation, resource management, including recruitment and personal development to achieve performance required to deliver on the portfolio of projects in scope.
- Manage and motivate multiple supply chain partners and contractors to deliver allocated portfolio to programme, cost and quality, whilst driving efficiencies.
- To comply with National Highways Operations Quality management System (QMS) on all projects in scope to enable delivery within agreed parameters for quality, cost and time ensuring they meet intended out comes for customer service levels, corporate standards,technical requirements, specialist needs and health and safety.
- Programme management, reporting and risk management against the capital expenditure budgets for all projects in scope, ensuring effective financial and contractual practices are in place and adhered to by all project resources.
- Ensure National Highways reputation is maintained throughout delivery of projects delivering best practice customer and stakeholder communications to continuously manage the customer perception of projects in the programme, maintaining or improving customersatisfaction scores. Proactively manage interaction with communities, stakeholders, transport operators, road users and businesses, as well as engaging with Transport Focus. Project Managers are responsible for bringing all parties of the business togetherto deliver excellent customer information and service, throughout the delivery of their portfolio.
- To ensure compliance with relevant Health Safety and Environmental legislation, including CDM 2015 regulations and ensuring third party partners (i.e. DSC, CWF, Category Management M&R) fulfil their duties on schemes.
- Commission, collaborate and manage the performance of multiple delivery partners, ensuring that project objectives and requirements are clearly understood and delivered, setting clear expectations for safety, Customer, time, cost and quality.
- To actively contribute in the development of the 5 year rolling programme into a deliverable programme of work for own area of responsibility and proactively contribute to the development of the region’s overall forward programme and business plans.
- To proactively identify and drive opportunities for improvements and implement required changes in own area of responsibility: champion and share portfolio management best practices across Operations.
- Management, and evaluate risks, issues, dependencies and constraints associated with the portfolio, leading the development and implementation of solutions to overcome these.
- To ensure the health and safety needs and wellbeing of customers, employees and all parties involved in projects, are fully considered and accounted for throughout the planning and delivery of each service activity.
- Responsible for managing a portfolio of capital projects under the direction of the Programme Delivery Manager, Head of Scheme Delivery, Regional Director and Regional Leadership Tea
- Freedom to take forward innovations and opportunities for efficiencies in the way schemes are designed and delivered and freedom to make day to day tactical decisions with Programme Delivery Manager. The role is to be able to recognise major issues andescalate accordingly.
- Risk mitigation options and programme recovery.
- Customer experience decisions in balancing the safe, customer focussed delivery programmes.
**To be Successful**
- Recognised qualification in relevant engineering discipline or significant experience in the delivery of Civil Engineering projects and portfolios
- Proven portfolio and project management experience - (related qualifications (e.g. MSP, Prince2) is desirable
- Up to date knowledge and understanding of CDM Health & Safety regulations
- Knowledge of Highways and Structures construction and maintenance practices
- Supplier and/or contract management
- Experience of customer and stakeholder consultation and engagement
- People management (desirable)
