**Key Duties/Responsibilities include but may not be limited to**:

- To develop, deliver, monitor and evaluate LMP and other associated programmes and projects aimed at addressing the skills and employability agenda within Mid Ulster.
- Engage with project stakeholders to identify their skills, labour and employability issues/needs to help inform, shape and develop project interventions. This will involve effective consultations with businesses, and other stakeholders for assigned projects.
- To provide a strong level of employer engagement support to ensure that LMP programmes benefit from a high level of employer engagement and participation.
- Develop and maintain a comprehensive register of all regional and local employability and skills delivery organisations and related initiatives and programmes.
- Assist with the development and maintenance of a high quality, multi-media driven online Mid Ulster Careers and Employment Portal.
- Conduct site verification visits and attend funders meetings to ensure projects are progressing satisfactorily, with the preparation of all necessary management and project reports.
- Implement effective monitoring, financial and administrative procedures and controls pertaining to local government and external funder requirements. Provide administrative support on the delivery of a range of projects.
- Assist in the preparation and assessment of tender specifications and contract documentation for the function in line with Council’s procurement procedures.
- Maintain an up-to-date library of research materials, and undertake research and produce reports and briefing papers in relevant policy areas.
- Assist with the preparation of responses to policy consultations on relevant economic development, skills and employability issues.
- Commission and undertake research to assist in the identification of appropriate mechanisms and initiatives to address the key employability and skills challenges in the region.
- To ensure all aspects of the Mid Ulster LMP Programme are delivered to standards and governance required by the Department for Communities (DfC), Department for the Economy (DfE), Mid Ulster LMP and Council and within the specific constraints of time and budget.
- Prepare accurate and timely management, briefing and monitoring reports for the Mid Ulster LMP and funders, Committee and Council meetings.
- Assist the LMP Manager to establish sub groups or project groups as required and ensure full servicing of same and implementation of actions.
- Assist in the development and delivery of a Communications and Marketing Plan to proactive market and promote of the work of the LMP and Council employability and skills interventions. Draft press releases, website content and marketing literature to promote the LMP and Council in liaison with the Marketing and Communications department.
- Organise and co-ordinate the delivery of events, conferences, exhibitions, visit programmes and other promotional activities.
- Deputise for the LMP Manager and represent the LMP/Council at relevant events/seminars/conferences and committee/working groups.
- Assist with the staff recruitment and selection, induction, training and development programmes in accordance with council policy and procedures.
- To ensure individual performance objectives are met in line with the performance management framework and appropriate action taken.
- Undertake any other appropriate duties as may be allocated from time to time in accordance with the general nature of the post.

**Essential Requirements**:

- Applicants must hold a 3rd level qualification in a relevant discipline, and;
Applicants must provide specific and personal examples of having at least 2 years’ relevant experience in the following areas:

- Development and delivery of programmes/projects.
- Preparing qualitative and quantitative management and programme/project reports.
- Competent in the use of IT Systems, including a working knowledge of Microsoft word, excel and databases.
- Excellent interpersonal/communication skills with the ability to communicate at all levels within the Council’s organisation and service users/external bodies, both orally and in writing.

**OR **for applicants who do not hold a third level qualification;
