The Retail Banking Directorate is responsible for the supervision of and policy work in the retail banking sector in the UK including the largest and most complex retail banking groups. We use a range of supervisory and policy tools to ensure retail banking firms prevent harm to consumers, promote market integrity and support competition in the interests of consumers. Our division deals with complex problems in the retail banking sector covering a range of products including current accounts, savings and mortgages, all of which impact the financial lives of millions of UK consumers.

Within this division, the Mortgage Policy Team leads on policy analysis and development for the regulated mortgage and home finance markets. Most recently this has involved our Policy Statement (PS23/8) which made changes to our Handbook to enable the implementation of the Government’s Mortgage Charter and consulting (CP 23/13) on strengthening protections for borrowers in financial difficulty.

If you’re looking to build on your experience in regulatory policy, we are looking for a Mortgage Policy Adviser with good analytical and organisational skills and drafting abilities.

What you will be doing
- Opportunity to make a material contribution to the delivery of the FCA’s policy approach to mortgages, working on high-profile, often fast-paced projects affecting millions of retail customers
- Involvement in a variety of projects, including our cost of living response.

In delivering our workstreams, the role involves:

- Supporting on our investigation of key policy issues
- Identifying potential consumer harms and supporting the development of strategies to remedy these
- Understanding and interpreting market developments (e.g. interest rates)
- Coordinating and being involved with our engagement with internal and external stakeholders (e.g. HM Treasury, Prudential Regulation Authority, industry bodies)
- Supporting our Legal Division on drafting (Handbook) rules and/or guidance
- Working closely with colleagues from across the organisation, including the Legal Division, Economics, Communications, Press Office, and Supervisors

The skills and experience you will have

Minimum:

- Experience in policy and/or mortgage sector
- Good written communication skills

Essential:

- Excellent organisational skills and an ability to prioritise work efficiently and effectively
- Ability to access large amounts of information, and identifying and presenting relevant issues into concise points
- Ability to clearly articulate and present information to share knowledge and insight
- Ability to work constructively and collaboratively with others and to deliver outcomes to agreed standards and meet tight deadlines
- Good verbal communication and presentation skills and effective in decision making
- Ability to build effective relationships with a range of stakeholders
- Understanding of the UK’s mortgage market, and the implications of the wider economic environment and the role of the FCA
