**Introduction**

The Strategic Estates (SE) Property, Planning and Design (PPD) team is responsible for estate management of the Parliamentary Estate and provides professional and technical support to the House of Commons, House of Lords and Parliament’s major building programmes. The PPD team includes Property Portfolio, Workspace, Design Authority, Information Management and Built Asset Management.

The Parliamentary Estate is located in Westminster London and comprises around 240,000 square meters across 30 buildings. The Estate is a mixture of freehold and leasehold properties which are mainly occupied by Parliament, with a few units let to third party tenants. 75% of the Estate is listed including two Grade 1 listed properties (The Palace of Westminster and Norman Shaw North). The Palace of Westminster also forms part of the UNESCO World Heritage site.

**The Role**

We have an exciting opportunity to join our Property Portfolio Team as a Surveyor.

In this role, you will act as an intelligent client and provide professional property advice. You will assist with the management of the estate with responsibilities (on behalf of the Head of Property Portfolio) for considering the requirements of the two Houses, negotiating suitable transactions, reviewing legal documents, recording property information, assisting with efficiency drives and income generation, assisting with budget management and expenditure, and providing support to the Head of Property Portfolio and Senior Surveyors.

Some of the responsibilities for this role include:

- To assist with estate management activities including licences of consent to alter/vary/sublet, easements, wayleaves, service charge management, rent reviews, and rating. Work is either carried out in-house or by the appointment of external legal or surveying services.
- To analyse existing and new leases, lease variations and other legal/title documents, providing an overview of property interests to be recorded on the House’s property information system.
- To record the progress of property tasks, managing budgets and consultants, and identifying and reporting risks and dependencies.
- To implement new processes and practices in relation to property management.

**Skills and Experience**

**Qualification**:Degree or equivalent in an appropriate discipline

To be successful in this role you will demonstrate:

- Working in a professional estates management role with evidence of managing properties, landlord and tenant law and licenses for alteration/subletting
- Experience and knowledge of financial systems and processes
- Experience and knowledge of property information systems and processes
- Interpreting and analysing numerical data such as property forecasts, service charge budgets and reconciliations
- A team player who can develop collaborative relationships by supporting others, contributing to team decisions, fostering inclusive environments, and establishing inclusive relationships with a diverse range of people
- Highly organized with the ability to work under pressure and meet deadlines and be able to react to changing corporate objectives
- Good written and oral communication skills with the ability to explain complex issues clearly and concisely, particularly technical, and professional matters
