Within the new NHS Wales Executive (the Executive), there is a new Emergency Planning Function, sitting in the Networks and Planning Directorate. This position within the Executive enables this post to play a role in fulfilling the expectations set out in the Executive's Mandate and Remit Letter.

This is an exciting and significant national role in the NHS Executive. The remit of the role is broad and it provides an exciting opportunity to make a significant impact working closely and autonomously with key social partners and stakeholders - in particular the health trade unions and NHS Employers Wales.

Manage and support

A key element of the role will be to establish and maintain strong working relationships with a diverse range of stakeholders, at all different levels and roles in the NHS, Welsh Government, third sector partners and other stakeholders.

Main duties of the job

The post holder will:

Lead on representing the NHS Executive on key all-Wales boards and groups and provide support to the senior team, Welsh Government colleagues and support to Ministers on key issues to ensure that teams have a cohesive and coherent picture of the current situation.

Ensure robust systems are in place for budgetary control and financial planning; and facilitate the procurement process where required.

Work closely and autonomously with key social partners and stakeholders - in particular the health trade unions and NHS Employers Wales.

Manage and support

Support the develop and manage a modern and effective Emergency Planning Function, building on best practices to ensure quality of delivery and consistency of approach.

Lead on the development and implementation of national NHS workforce initiatives and policies that support the effective operation and delivery of the NHS workforce tripartite social partnership.

Identify and understand the needs of stakeholders and provide sound judgement and diplomatic skills.

Co-ordinate the activities of relevant network meetings and other forums as defined by the governance structure.

The post-holder will facilitate policy and delivery in key areas which currently include commitments in the tripartite NHS Wales Partnership Forum work programme and the collective agreements with our recognised health unions.

Support the wider Emergency Planning Team as required.

Job responsibilities

Person Specification Qualifications and Knowledge
  • Master's level or equivalent experience in relevant area of expertise
  • Highly specialist knowledge in Industrial Relations
Experience
  • Significant experience of Industrial Relations at a national level.
  • Effective partnership working in the public sector.
Skills and Attributes
  • Highly developed interpersonal and communication skill and negotiation skills.
  • Competent in the use of desktop applications.
  • Experience of developing and delivering informative presentations and comprehensive reports for operational and strategic purposes.
  • Welsh Language Skills are desirable levels 1 to 5 in understanding, speaking, reading, and writing in Welsh.
