Buckinghamshire, Oxfordshire, and Berkshire WestIntegrated Care Board (BOB ICB) is seeking to appoint a Head of Business andChange Management , for a period of 12 months, to support the Clinical Directorand new Managing Director through a periodof transition and change, as the Cancer Alliance re-establishes itself ,aligned to new hosting arrangements with BOB ICB, from the first 1stJuly 24 onwards.

Main duties of the job

The post holder will be responsible for delivering a programme of work to maximisethe future effectiveness of the Alliance and leading a range of projects that will improve and transform CancerAlliance infrastructure and services across the Thames Valley.

This opportunity is ideal for someone with proven experience of leading anddelivering complex change in a dynamic environment, who is keen to developtheir experience further working and delivering priorities, using acollaborative system partnership & leadership approach.

About us

Inthe heart of the Thames Valley is our Integrated Care Board (ICB). It coversthe geography across three counties and goes in line with the local authorityboundaries of Buckinghamshire, Oxfordshire, Reading, West Berkshire andWokingham. Our geography covers a population of nearly 1.8 million. Whileoverall in good health and socio-economic condition, alongside affluence wehave pockets of severe deprivation.

Job responsibilities

The postholder will lead a range of projects that will improve and transform Cancer Alliance infrastructure and services across the Thames Valley.

Support the TVCA-MD in ensuring the elements of the outline hosting agreement are put into place.

Ensure effective strategy and operational policies for promoting innovation across Cluster and Sector are in place. Working closely with colleagues across the sector, ensuring coherent strategy and will:

Drive the strategy for, supporting and ensuring alignment across the system.

Drive reform and support organisational change and uptake of initiatives that support excellence.

Develop and communicate the vision for the role of innovation, and the development of strategy and operational policies to support this vision.

Engage with key strategic regional and national policy makers to inform development of strategy and policies. Head of Business and Change Management Job Description * SECONDMENT - 12 months *

Identify examples of national and international best practice and to ensure that patients benefit from relevant innovations in healthcare.

Support development by developing the innovation infrastructure and capacity in organisations.

Develop and champion new initiatives or projects as necessary.

Provide expertise of best practice methodologies regulatory requirements, policy imperatives, innovation and technological developments and stakeholders knowledge.

Supported the development and implementation of an organisational development plan for the TVCA.

Person Specification Management Skills
  • Ability to demonstrate a high level of expertise in providing senior leadership.
Analytical
  • High level analytical skills and the ability to draw qualitative and quantitative data from a wide range of sources and present in a clear concise manner.
  • Ability to analyse numerical and written data, assess options and draw appropriate conclusions.
  • High level critical thinking skills
  • Ability to develop, maintain and monitor information systems to support innovation initiatives.
  • Demonstrates sound judgement in the absence of clear guidelines or precedent, seeking advice as necessary from more senior management when appropriate.
Experience
  • Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to masters level equivalent.
  • Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement.
  • Should have an appreciation of the relationship between the Department of Health & Social Care and individual provider and commissioning organisations.
Planning Skills
  • Leadership, vision, strategic thinking and planning with highly developed political skills.
Communication Skills
  • Highly developed communication skills with the ability to communicate on highly complex matters and difficult situations.
  • Ability to provide and receive, convey and present highly complex, sensitive and/or contentious information to large groups, responding openly to questions to ensure full understanding and engagement.
  • Ability to communicate with clinical, academic and all levels of staff effectively.
Qualifications
  • Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
  • Evidence of post qualifying and continuing professional development.
