An exciting opportunity has arisen in the Scheduled Care Directorate within Hywel Dda University Health Board.


The role of Service Manager will lead the elective surgery Waiting List team across the 4 hospital sites: overseeing, co-ordinating and supporting waiting list management, effective booking of patients into theatre sessions, so optimising operating theatre capacity. This role encompasses the management of the waiting list workforce, works to provide assurance of high quality, safety and governance of waiting list management, as well as pro-actively leading and participating in service development and improvement activities.


There is extensive and regular communication and collaboration with the multi-disciplinary teams across the Scheduled Care portfolios and with the 4 hospital sites and as such frequent travel across the 4 hospitals is required.

Work with General Manager / Service Delivery Manager and the Triumvirate to ensure that the Service is able to meet its performance targets as outlined in Welsh Assembly Government strategies.


The post consists of budgetary and performance responsibility to ensure services continue to meet their exciting strategic visions. In doing so, the post holder is expected to demonstrate clear leadership skills and develop effective working relationships with clinicians, nurses, AHPs and managers throughout the Scheduled Care Directorate


The post is full time and provides extensive opportunities to lead on service improvement projects to ensure that budget, performance and strategic requirements are met.


The ability to speak Welsh is desirable for this post English and/or Welsh speakers are equally welcome to apply.
Hywel Dda University Health Board is the planner and provider of NHS healthcare services for people in Carmarthenshire, Ceredigion, Pembrokeshire and its bordering counties. Our 11,000 members of staff provide primary, community, in-hospital, mental health and learning disabilities services for around 384,000 people across a quarter of the landmass of Wales. Seven community hospitals: Amman Valley and Llandovery in Carmarthenshire Tregaron, Aberaeron and Cardigan in Ceredigion and Tenby and South Pembrokeshire Hospital Health and Social Care Resource Centre in Pembrokeshire


48 general practices (four of which are managed practices), 47 dental practices (including three orthodontic), 99 community pharmacies, 44 general ophthalmic practices (43 providing Eye Health Examination Wales and 34 low vision services) and 17 domiciliary only providers and 11 health centres


Numerous locations providing mental health and learning disabilities services

Recent exposure to relevant management or leadership development programme
Clear understanding of the factors critical to the provision of health care, e.g. NHS strategies and policies, local health economy issues, the national performance management framework, financial flows, national initiatives for achieving improved performance etc.

Clear understanding of the modernisation agenda, the opportunities for redesigning services and the tools and techniques for achieving service change
Knowledge of the duties imposed on the Health Board by employment law, other legislation, NHS policy and priorities, the requirements of corporate and clinical governance and of the Inspection and regulation environment in which the Health Board operates

Experience of managing and completing programmes of continuous improvement and change management in a complex environment
Proven track record of staff and budget management

Experience of undertaking service planning taking into account complex and multistranded information, i.e. finance, workforce, clinical equipment and organisational factors
Experience in the management of clinical teams
Experience in project Management methodologies
