Applications are invited for a fixed term full time programme delivery manager. The SE GMSA Programme Delivery Manager will provide comprehensive operational and programme management for the GMSA as a whole, supporting the effective design and delivery of our programme to embed equitable access to genomic medicine in South East England.

The successful applicant will contribute to the development of a range of integrated change programmes to achieve the aims and strategy of the GMSA and will be responsible for the management of projects and initiatives within those programmes. Projects will include patient pathway redesign, service modernisation, equity of access improvement initiatives, and education and workforce development programmes. This is a new post funded for 2 years through funding received to support the delivery of the Generation Study in sites in South East England.

A senior multi-disciplinary clinical and professional leadership team is responsible for the delivery of the Alliance's agenda and programmes of work. The team is led by a Clinical Director with overall responsibility for the strategic and operational delivery of the programme, with accountability to the SE GMS Medical Director and the South East GMS Partnership Board.

Main duties of the job

The SE GMSA Programme Delivery Manager will provide comprehensive operational and programme management for the GMSA as a whole, supporting the effective design and delivery of our programme to embed equitable access to genomic medicine in South East England. They will contribute to the development of a range of integrated change programmes to achieve the aims and strategy of the GMSA and will be responsible for the management of projects and initiatives within those programmes. Projects will include patient pathway redesign, service modernisation, equity of access improvement initiatives, and education and workforce development programmes.

The post holder will develop and work within a robust programme management framework to drive the delivery of the GMSA business plan and transformation projects, maintaining oversight of workstreams and deploying creative solutions to deliver against agreed deliverables, KPIs and benefits. The post requires collaborative working across organisational boundaries, including working with clinicians, health professionals, and patient representatives to ensure anticipated benefits are fully realised.

About us

Seven Genomic Laboratory Hubs (GLH) and Genomic Medicine Service Alliances (GMSA) together with the regional clinical genetics services across England form the national NHS Genomic Medicine Service. The South East GMS comprises the South East GLH and South East GMSA, covering South London, Kent, Surrey and Sussex regions. We jointly deliver standardised genomic testing pathways in accordance with the National Genomic Test Directory and support the systematic embedding of genomic medicine in to routine care.

The South East Genomic Medicine Service Alliance was formally established in December 2020 and is led by a partnership of Guy's and St Thomas's NHS Foundation Trust and St George's University Hospitals NHS Foundation Trust. The NHS GMS Alliances support the systematic implementation of genomic medicine into the NHS and the delivery of the NHS Long Term Plan ambitions.

The GMSA enable providers to collaborate in the provision of consistent and accessible genomic medicine services for a large and diverse population of around 9 million people. We aim to combine clinical expertise, an excellent track record in research, education and training, and involvement from our patients and public to achieve a step change in delivering genomics medicine for our population.

Job description

Job responsibilities

  • Support the Senior Clinical and Management Team to develop and operate the programmes of work of the GMSA, including contributing to the design and delivery of the GMSA Business Plan and Transformation Programme, leading on particular portfolios and projects as assigned.
  • Work with the senior team to establish and manage the operational structures of the GMSA to effectively support the delivery of the programmes improvement and change objectives.
  • Provide operational level support in designing and establishing new programmes of work and structures, including emerging entities within the South East GMS structure as commissioned by NHS England in line with the national genomics strategy.
  • Provide programme management support to their assigned programmes and projects across the full life cycle from idea development to programme closure and sustainability, using knowledge of best practice methodologies, tools and techniques with a particular focus on improvement, change management and benefits realisation in line with the SE GMS core aims.
  • Manage the production and maintenance of project plans, core documentation and reporting frameworks to support the monitoring and delivery of agreed milestones, objectives and benefits.
  • Track the delivery of milestones against programme or project plans and within agreed time, quality and financial parameters, escalating where tolerances are exceeded.
  • Develop business cases for new projects and programmes including, where relevant, feasibility studies, outline business cases (OBC), and detailed scheme designs.
  • Provide project management expertise to project clinical leads and wider project teams, supporting leads and manager to use appropriate project management practices and ensuring leads and teams have clear responsibilities, priorities, and delivery timescales.
  • Lead and facilitate meetings of clinicians, managers, patients and other partners to agree priorities, action plans, and support timely delivery of agreed activity.

Person Specification

Qualifications/ Education

Essential

  • Educated to masters level or equivalent knowledge, skills and experience.
  • Formal training in programme / project management to practitioner level or equivalent (eg PRINCE 2, Managing Successful Programmes)
  • Evidence of recent Continuing Professional Development.

Previous Experience

Essential

  • Evidence of managing successful projects in a genomic medicine service and / or operational performance and improvement including business case preparation, programme initiation / service commissioning, contract negotiation and the development and monitoring of output and outcome measures.
  • Experience of facilitating and managing transformational change and across organisations to deliver healthcare improvement, effectively working in teams at both project and programme management levels
  • Experience of managing complex budgets from a range of income sources and demonstrable evidence of individual, team, financial, process and change management.

Desirable

  • Project management experience in a genomic medicine service including design, development, implementation and management of change in a multiple stakeholder environment, with a track record of delivering against performance targets and benefits realisation

Skills / Knowledge / Ability

Essential

  • Excellent understanding and track record of successful change and project management.
  • Articulate with well-developed communication skills, including formal presentation of technical information, and ability to communicate complex or contentious information with a wide and varied audience, e.g. senior healthcare professionals, managers and staff at all levels, where there may be a need to influence and negotiate to achieve the desired outcome
  • Ability to find innovative ways of solving or pre-empting problems.
  • IT literate, including competency in MS Office programmes and in particular Excel and MS Project and detailed knowledge and understanding of project management software such as Aspyre.
