Role Purpose

  • Develop, gain funding and manage the capital programme and associated budgets for improving and maintaining the Council’s corporate buildings, land and other buildings by agreement
  • Provide advice to the Head of Estate & Facilities Management on achieving the council’s objectives, including policy and strategy development.
  • Support, plan and delivery of the strategic framework including policies for estate and facilities management services within the council.

Responsibilities

  • Lead and support the operational management of 2 direct reports
  • Continuous development and expansion of the operating model based on agile working through an intelligence led digital platform.
  • Responsibility for the management of the Directorate’s capital budget working with the Head of Service to ensure capital programmes objectives agreed at Cabinet are achieved.
  • Manage major construction projects to specification, time and budget.
  • Manage external third-party providers of technical advisory services.
  • Manage virtual capital projects teams per each project.
  • Represent the Head of Service at all internal and community forums
  • Represent the Head of Service on regional and national forums as required
  • Continue the service proactive involvement in the development of an all-inclusive programme to support the council's arrangements on community consultation and engagement, community safety, community cohesion and development of the Borough Plan in respect of the services for which the post is responsible.
  • Ensure compliance with the Council’s Health & Safety policy and procedure.
  • Establish operational partnerships that influence and drive stakeholders and achieve desired outcomes.

Requirements

  • Working knowledge of relevant approved codes of practice, and best practice in staff management and their impact on staff and members of the public,
  • Understanding of financial management processes.
  • An understanding of equality issues and commitment to the aims and objectives of the Council's Equal Opportunities Policy and impact
  • Knowledge and comprehensive understanding of the service delivery, service development, Government policy, legislative frameworks and key issues, including equalities issues, relevant to the services.
  • A good knowledge of the potential of ICT relevant to the service.
  • Knowledge of successful techniques for problem solving and resolving conflicts between competing priorities.
  • Understanding of change management processes and the ways that staff need to be supported
