The further development ofthe SYB Cancer Alliance within the SY Integrated Care Board is fundamental tosecuring an operational delivery model that is compliant with guidance andquality standards.
The Programme Manager will be responsible for the development androll out of Targeted Lung Health Checks as a key programme of work acrossorganisations in all sectors across South Yorkshire and Bassetlaw. The rolewill require extensive service planning and project management skills andclose working with external partners including providers, commissioners,patients, and carers to deliver the programme objectives. Provide senior leadership and managementfunctions within the TLHC PMO team, managing the delivery of the programmeand associated projects to time and within budget with the overall aim todeliver the outcomes defined and agreed. This will include line managementresponsibility for a project manager and admin support within the PMO.
The post holder will require a high degreeof agile working, in a fast-paced challenging health care environment toensure the programme and projects are delivered to the timescales.
The prospective candidate will be workingcollaboratively and in partnership with local organisations across SouthYorkshire and Bassetlaw, senior clinical and managerial leaders, and externalagencies.
Determine the strategic planning ofprojects, identifying interdependencies across projects/functions, potentialimpacts on wider organisation, resource requirements and building incontingency and adjustments as necessary.

We work as a key partner with theIntegrated Care Partnership (ICP) of health and care providers within the SouthYorkshire Integrated Care System (ICS) to collectively deliver health and careservices that meet the needs of the local population. In total there are 186 GPpractices in the region, 72,000 health and social care professionals workingacross seven NHS trusts and four local authorities, and a further 6,000voluntary, community and social enterprise sector (VCSE) organisations. We workalongside all these colleagues through local councils, our VCSEpartners and other partners to address health inequalities and widerdeterminants of health in South Yorkshire.
Programme management and delivery
Design, prepare and present programme and project plans to ensure delivery of the programme to be delivered over the agreed national time period for delivery and period of the phases of the programme.
Ensure projects and initiatives are delivered on time, to quality standards and in a cost-effective manner, reviewing and revising plans as required.
Determine the development of performance and governance strategies and the development and implementation of the programme.
Formulate short-, medium- and long-term strategic business plans achieving quality outcomes. Manage and provide assurance on projects within the Alliances internal governance processes and structure and through regional and national structures in line with the national programme governance arrangements. Present reports to these groups, updating on progress against plans, risks and issues, including where timescales / objectives may not be being met. These groups involve multiple internal and external stakeholders, including senior clinicians and executive managers.
This includes presentations including quantitative data to groups of stakeholders, to peers and colleagues locally and nationally in a formal environment.
Make judgements where there are conflicting views on the project.
Development of programme and project protocols and ensure agreed protocols are implemented and adhered to by stakeholders.
Staff Management
To line manage designated staff within the TLHC PMO.
To project-manage external staff assisting with a variety of projects - including financial consultants, clinical experts, HR and estates personnel
This includes representation at regional and national meetings where the post hider will be required to provide an update and assurances to the regional and national teams in relation to progress, highlighting any risks to delivery both for service delivery and financially.
Ensure effective system wide stakeholder engagement, persuading and influencing organisations and individuals to participate in the projects. Propose and negotiate changes to project stakeholders / team members where required to meet agree project objectives.
Motivate and encourage collaborative working to improve services/performance where there may be resistance to change.
Establish and maintain effective working relationships with a broad range of stakeholders and project partners, supporting opportunities to work together to realise maximum benefits for the programme and population to achieve and maintain high quality, effective and efficient healthcare across specified project areas.
Maintain a working knowledge of the key priorities and ensure that these are communicated effectively across partners and stakeholders to support the ac Act as a core point of contact for communications for the project. Financial and Physical Resources
Responsible for developing and creating systems to manage and monitor associated spend in relation to project delivery and project budgets and provide information on budgets and delivery to programme directors.
Ensure project data usage conforms to appropriate information governance rules and regulations
Act in a way that is compliant with Standing Orders and Standing Financial Instructions in the discharge of this responsibility.
Constantly strive for value for money and greater efficiency in the use of these budgets and to ensure that they operate in recurrent financial balance year on year.
Create programme/project databases. Co-ordinate, update and provide key Performance Indicator Information and ensure any data required is sent to the national evaluation team and support interpretation of data provided.
Deliver a high level of analytical skills in the support of project work, including the ability to use excel to a high level.
Horizon scan/research for all applicable information and provide briefings and reports as necessary in relation to the project area.
Support procurement of scoping work on health services and resilience and translate outcomes into plans.
Responsible for supporting the commissioning of projects and procurement of services to support project delivery.
Analysis, interpretation, and production of complex and multiple reports including financial returns in a manner that ensure that there is clarity around the key issues.
Develop a culture that promotes equ a lity and values diversity. The postholder must be aware of and committed to the Equality and Diversity policies of the organisation, comply with all the requirements of these policies, and also actively promote Equality and Diversity issues relevant to the post.
Adhere to the relevant Information Governance policies in relation to the use and disclosure of information.
Adopt the Risk Management Culture ensuring identification and assessment of all risks to systems, processes and environment and report such risks for inclusion within the organisations Risk Register.
Educated to masters level or equivalent level of experience of working at a senior level (in NHS) in specialist areas.
Prince2 or similar project management qualifications. Extensive knowledge of specific project areas, acquired through post graduate diploma or equivalent experience or training, plus further specialist project management or experience.
Evidence of post qualifying and continued professional development.
Prior experience of working with cross-healthcare providers cross health economy.
Experience of leading and managing a variety of programmes and projects and the ability to demonstrate successful outcomes.
Prior experience of working with health and social care providers across a health economy.
Evidence of collecting, collating and using staff and patient feedback to inform project work.
Evidence of events planning and delivery.
Understanding of Information Governance (confidentiality, data protection act and Caldicott guidelines).
Evidence of IT literacy and standard keyboard skills (MS Office Word, Excel, PowerPoint, Outlook, Publisher).
Ability to construct and check documents, writing reports and protocols and analysing statistics/interruptions on project issues.
Excellent communication skills, verbal and written, with the ability to adjust their communication style and content to suit the audience.
Able to work flexibly to meet the needs of the project and wider programme.
