Job overview

The ICB is wanting to recruit a high performing, professionally qualified, and experienced Director of Financial Management.

The successful postholder will hold operational responsibility and leadership for the delivery of financial management and financial control for the ICB. They will be responsible for all aspects of ICB financial management/control, including the delivery of annual statutory accounts, monthly financial reporting, budget setting and cash management. They will directly line manage the Heads of Finance within the ICB finance team.

Main duties of the job

The postholder will be responsible for ensuring that a comprehensive system of financial reporting and control is in operation across the entire ICB, contributing to the delivery of all financial statutory duties.

The post sits within the ICB Finance function and reports into the Director of Corporate Finance.

Importantly, the ICS seeks to be connected to the communities we serve (circa 1.92m residents) and work with the widest possible range of community, voluntary and third sector groups and organisations in each borough. The reach of our NHS provider portfolios extends beyond the borders of the ICS, across London, the south of England and nationally for some services.

Essential criteria

  • Qualified CCAB accountant, maintain active registration with evidence of on-going continuing personal development (CPD) and learning.

Experience and Understanding

Essential criteria

  • Extensive senior experience of financial management/control including the leading of annual accounts, budget setting, financial management and cash management. Experience in delivering successful year end audits.
  • Extensive experience of financial ledger systems.
  • Sound knowledge of NHS financial arrangements - including primary care finances and planning, and the development of effective financial reporting frameworks.
  • Broad experience of leading teams of professional finance staff within a performance management culture.

Skills and Abilities

Essential criteria

  • Extensive and demonstratable technical financial skills.
  • The ability to work in partnership with financial and non-financial professionals within and outside the ICB and a partnership approach to working with other organisations.
