This rolecan be based in either London or Darlington.
The DarlingtonEconomic Campus is a ground-breaking new cross-government hub whichbring together departments and public organisations which lead on someof the most important economic issues of the day.
Jobdescription
The Director will jointlylead a group of 130 employees. You will lead the parts of the groupthat focus on; the UK’s corporate tax regime; international taxstrategy and coordination, including working with stakeholders such asthe OECD, as well as providing wider technical leadership on taxpolicy across the department.
The post-holderwill:
- Provide strong leadership to the 130employees in the group, working together with the co-director tocreate a supportive and inclusive environment, promoting wellbeing anddeveloping talent
- Act as the most senior tax specialistwithin the Treasury, with proven ability to craft and successfullydeliver major tax changers including new and innovative taxes in thebusiness and international tax sphere
- Represent the UK at ahigh level on cross-border and other international tax, with a trackrecord of influencing at the most senior levels in multilateral andbilateral negotiations to defend and deliver the UK’s interests
- Explain complex technical issues in accessible terms, both toMinisters and in communication with the public, stakeholders andinternationally
- Collaborate effectively with the rest of theTreasury with HMRC through the Policy Partnership, and withcounterparts in other countries
- Support the Director Generalfor Tax and Welfare to develop and deliver the government’s overalltax strategy
The post-holder will report directly tothe Director General for Tax and Welfare.
Person specification
While in post, the successful candidate will be expected toperform well across the full range of Senior Civil Service behavioursset out in the Success Profile framework and demonstrate commitment tothe Civil Service values.
The criteria for thepurpose of selection are:
- Sound judgementand strong strategic vision, with a track record of leading inuncertain and complex policy environments
- Excellentinfluencing and interpersonal skills with a proven ability to gain theconfidence of and work effectively with senior stakeholders such asMinisters (or board-level equivalents) and to work collaborativelyacross an organisation and with international counterparts
- In-depth knowledge of the UK business tax regime, experienceof delivering significant policy change (such as the introduction ofnew tax), together with an understanding of tax policy, the Budgetprocess, and/or fiscal and spending frameworks
- Experience ofdefending and securing the UK’s interests in complex multilateralnegotiations and representing the UK at international fora
- Excellent people leadership skills, with experience ofsetting direction and creating a working environment in which teamsdeliver at pace in an inclusive way
