JOB DESCRIPTION Service area: Continuous Improvement Responsible to: Lead Data Governance Manager Overall Job Purpose The pupil services system is well established and is the critical support system for the delivery of many of the Education Authority’s services. The system is accessible by several pupil services in EA including the Statutory Assessment and Review Service, the Education Psychology Service, Education Welfare, Transport and Admissions. The post holder will act as the Insight Manager for EA pupil services, ensuring that management information reports are co-ordinated, consistent, accurate and accessible in line with EA operational and data policies and guidelines. The post holder will coordinate pupil services management information ensuring it meets the needs of service users and Directorates and in line with EA operational policies and guidelines for data standards and safe and secure practice. The post requires a high degree of interaction with users and senior management in the organisation, other education-sector organisations, the Department for Education, and with external organisations (such as system suppliers). As a member of the Continuous Improvement Service, the post holder will share the responsibility for achievement of team objectives, be committed to multi-disciplinary working in driving forward a culture of digital first, high performance, innovation, modernisation and data driven decision making for the benefit of all our children and young people. Change Management of current Pupil Services System The post holder will be required to liaise with users and to lead / serve on teams to manage the pupil services system and provide insight. Assessing the feasibility of the introduction of enhancements to the Pupil Services system and the preparation of business cases and appropriate reports. - Identifying software related faults and issues and escalating these for resolution. - Working closely with services to manage and co-ordinate change controls and access to management information ensuring it meets the needs of users in line with EA operational policies and guidelines for data standards and safe and secure practice. - Lead in ensuring that Pupil Services data is available for key operational use and analytical purposes to help drive data-driven decision making across EA. - Will use appropriate methods including PRINCE2 and Agile. Team and Operations Management - Managing and developing staff to ensure provision of a cost effective and efficient service in line with Continuous Improvement objectives. - Advising the Data Analytics and Insights Lead on new business developments. - Work in collaboration with IT support as appropriate to maintain user accounts ensuring appropriate user access to system functions, and regular maintenance of system access to reflect staff changes. Insight, Data Governance, Data Quality and Data Standards - Audit system usage and practice to help drive performance and compliance. - Assist the Data Analytics and Insight Lead to develop new standards, definitions, procedures, scripts, management information reports and insights for Pupil Services. - Develop and maintain effective communication with pupil services system users and service departments to respond to system maintenance needs as required. - Manage issues of data quality on the pupil services system to ensure data is fit for purpose. - Work with Pupil Services to provide business insights. - Collect, organise, and study data. - Apply tools and techniques for data analysis and data visualisation. - Present data and conclusions in the most appropriate format for users. - Work with Pupil Services to drive improvements in data management and data quality. - Assist in defining data used by Pupil Services, how that data will be used and managed. - Assist in defining data quality metrics. - Supporting data quality issue analysis and remediation for strategic data. - Assist Heads of Service and key stakeholders with the successful operation of their services through business processes that ensure appropriate governance and control. - Develop and maintain standard operating procedures for the management of EA data, including master data, in line with EA operational and data policies and guidelines for data standards and safe and secure practice. - Liaise and work co-operatively with services to ensure consistent and coherent approaches towards maintenance and handling of EA data, including master data, and to ensure the integrity and security of data held. Business User Support - Ensure the provision of effective pupil services system training to system users across EA. Ensure the training service is responsive and effective through regular monitoring of service provision, evaluation and review of training methods. - Develop and maintain documentation regarding training processes and procedures. - Providing technical support, guidance and advice to users in relation to the Pupil Services System. - Attend team meetings in relation to Pupil Services System Management. - Organise and chair a Pupil Services System User Group to ensure a single approach to system utilisation. This will also provide a forum for sharing knowledge in system use and agreeing prioritisation of key system developments. Professional Development - Attendance at seminars and training courses. - Commitment to continuous personal and professional development. Other Duties - Represent EA in collaborative project structures or other initiatives, ensuring that its interests are presented and that decisions are influenced accordingly. - Play a leading role in the replacement of the current system, and new digital enhancements working closely with strategic programmes of work or initiatives (including EdIS and Digital Transformation). The Education Authority is a non-departmental body sponsored by the Department of Education in Northern Ireland.
