We are looking for a visionary and experienced leader to join CHIRP and take forward our programme in aviation human factors safety. The successful candidate will lead a first-class team of specialists to provide and expand our recognised confidential safety reporting programme in several areas of aviation. You will offer expert understanding of safety principles and systems and have professional aviation experience. Excellent judgement and experience in leadership and management are essential as are an ability to demonstrate empathy, confidence and moral courage in working with reporters, regulators and industry.
First interview online on Friday 20 September. CHIRP’s mission is to help improve aviation and maritime safety and build a Just Culture by managing an independent and influential programme for the confidential reporting of human factors safety issues.
Analysing the data to identify issues and trends.
· CHIRP has a long history in Aviation and Maritime safety and more recently has sought to strengthen learning between the two programmes. We anticipate that one of the first tasks of the incoming Director Aviation (D.Av) will be to appoint a part-time Programme Manager consultant to undertake the detailed report management for Air Transport and General Aviation, enabling the D.Av to spend more time on representation, networking and strategic development of the Aviation programme. Av to respond to and process reports. The reporting process involves the administrative management of a report to disidentify it, followed by direct liaison with the reporter to discuss their expectations and proposed courses of action. Lead the Aviation team to deliver a confidential and independent reporting process that meets the requirements of key sectors within Aviation.
Research, develop and deliver projects in new sector areas as agreed with the CAA and other parties as relevant, appointing personnel to support this process where feasible.
Maintain and promote awareness of CHIRP amongst reporting populations with the production of regular online publications and articles some of which the postholder will produce.
Ensure CHIRP’s digital presence meets the Aviation Programme’s needs working with Maritime and the core team to achieve this.
Outreach
Ensure CHIRP is represented at key aviation human factor safety forums and other forums as relevant, to promote awareness and take up of CHIRP services and to gauge industry trends and issues.
Support and deliver training as appropriate to encourage use of CHIRP services with next generation aviation personnel.
Liaise with relevant government agencies, airlines, and aviation industry communities, General Aviation bodies, academics and universities to share CHIRP’s experience.
Management
Line manage the programme team ensuring plans are in place to assess performance and delivery of team objectives.
Work closely with our CAA sponsors and other key stakeholders to ensure they are regularly updated on activities to preserve and enhance the aviation programme, producing written reports as required.
Participate in the leadership of the charity through engagement in strategic and operational planning processes.
Lead the development of aviation programme monitoring plans, ensuring data is gathered, analysed and reported on as required.
Participate in aspects of the charity’s strategic review, working with the Executive Director to define the scope and scale of the Aviation Programme for the next five years.
Av’s task in the coming years. Additionally, CHIRP has an aspiration to develop Aviation Ambassadors in the UK who will be charged with spreading the CHIRP message and interacting regionally with UK aviation professionals and amateurs.
An experienced pilot with professional aviation experience
· Knowledge and experience of safety management and human factors principles and systems.
· Ability to develop effective relationships with a variety of stakeholders across the aviation sector
· Adept with MS Office 365 and associated productivity tools
· Experienced in the management of risk
· Budgeting and planning experience
· Experience in General Aviation highly desirable
· Av role is anticipated to be the equivalent of 4 full days each week, managed flexibly depending on the numbers of reports being received and diary commitments for any period.
Contract: Substantive
Pension: Contribution to a stakeholder pension equivalent to 8% of salary
Annual leave: 29 days inclusive of bank holidays
