Job Purpose

The UK Infrastructure Bank’s mission is to support the net zero transition and local and regional economic growth by investing in economic infrastructure. Our sole shareholder is HM Treasury. This role combines leadership of nuclear policy strategy and engagement, and responsibility for the Bank’s shareholder relationship with HM Treasury. Nuclear is a high-profile, complex and demanding sector and one which is central to the UK’s net zero transition and energy security as set out in the Government’s Civil Nuclear: Roadmap to 2050.

The role would suit an experienced policy official who is passionate about our mandate and with the skills and enthusiasm to execute on both parts of the role. The secondment offers the successful candidate an unusual opportunity to gain financial and commercial experience working within a public investment bank alongside bankers and investment professionals.

The role sits predominantly within the Climate Change and Net Zero Policy Team, with management and reporting lines into the Head of the team (Joel Kenrick). The shareholder relationship workstreams report directly to the Chief Strategy & Policy Officers (jobshare). Core Role Accountabilities:
  • Lead and coordinate UKIB’s institutional relationship with HM Treasury (HMT) and UK Government Investments (UKGI). This role provides a central view and strategic coordination to the Bank’s interactions which are most important to the shareholder relationship. The role holder will have a view across all shareholder interactions, covering both strategic and governance issues, working closely with the Bank’s Executive Committee.

  • Build effective and productive relationships with teams across the Bank, UKGI and HMT to ensure the smooth and effective running of the shareholder relationship. Working with the Chair, Chief Executive and Executive Committee, the role holder will support key senior meetings, horizon scan and, where possible, anticipate issues before they arise, as well as dealing with ad hoc requests from any of the 3 parties efficiently and effectively .

  • Lead and coordinate across the Bank to ensure the investment strategy for nuclear power delivers on our strategic objectives . Work with teams across the organisation (particularly Banking & Investments) to develop our approach for investing in both gigawatt-scale and advanced nuclear generation, proactively identifying and supporting a strong pipeline of investments.

  • Lead and coordinate across the Bank’s external relationships with central government and public sector organisations on nuclear . Whilst there are many different relationships between teams in the Bank and public sector bodies on nuclear, this role provides a central view and strategic coordination to them. In particular, the role will be responsible for managing the relationship with the Shareholder, the Department for Energy Security and Net Zero and Great British Nuclear, ensuring that the Bank delivers on government policy priorities in the sector and that appropriate institutional arrangements are in place for us to do so.

  • Lead the policy appraisal of individual nuclear projects. Independently provide all aspects of policy and strategic due diligence on individual transactions in the nuclear sector, contributing to Investment Committee (IC) papers and attending IC meetings. 

Knowledge, Skills and Experience:
  • Experience of working in or working closely with HM Treasury 

  • Demonstrable skills in building and leveraging an effective network to achieve priority outcomes

  • Policy development experience, with experience in energy policy and/or within an investment focused government department or organisation an advantage but not essential

  • Experience developing and implementing strategy, resolving complex issues effectively and quickly

  • Confident and capable of engaging with and influencing senior partners, creating and nurturing strategic relationships

  • An understanding of Arms’ Length Body sponsorship and/or governance

  • Experience working on corporate projects

  • Personally enthused by the Bank’s twin missions of local and regional growth and climate change

  • An interest in understanding markets and how market intelligence can help influence Government policy development

  • Possess excellent written and verbal communication skills.
