Job Summary


The HR operations Manager will lead the HR Operations team of 4, overseeing essential HR functions to support efficient people management and to ensure compliance with the bank policies, procedures and statutory requirements. The role requires solid expertise in HR processes and systems, employee lifecycle management, compliance, and workforce administration. The focus of the role is on quality, operational excellence, and continuous improvement.


The role is part of a small HR team where a hands-on, flexible approach is key to achieving excellent people services.


Core Responsibilities

  • HR Operations Management

Oversee the HR operations team, ensuring the timely and accurate execution of payroll, benefits administration, learning and development administration, HRIS, employee records management, in compliance with GDPR and internal policies. Oversight of recruitment, onboarding, and off-boarding processes. Performance appraisal process administration. Develop and implement HR procedures and guidelines that align with bank regulations, culture, and industry best practices. Responsible for oversight and preparation of MI reports and HR data analysis. Maintain HR policy register and participate in policy revisions and updates. Vendor management for HR-related vendors and providers, including contract renewals and invoice processing.


  • Remuneration, Payroll and Benefits Administration

Manage payroll data preparation and conduct checks in preparation for processing by external payroll provider, ensuring compliance with statutory and internal requirements. Oversee benefits administration, including health insurance, pension plan, and other employee benefits, while working with external vendors and providers. Manage market reviews of the benefits providers. Ensure accurate reporting and timely employee communication on benefits. Manage pay review processes, in line with the bank’s Remuneration Policy. This includes preparation and manipulation of the pay review data and employee communication. Assist the Head of HR in preparation of reports and presentations for the Leadership team and the Board. Manage annual HR budgeting process, including headcount and cost budgets.


  • Employee Data Management & HR Systems

Maintain accurate employee records and data, ensuring privacy, security, and compliance with date standards (such as GDPR).Manage HRIS operations, reporting, and data integrity. Oversee/conduct generation of reports for HR metrics, tactical and strategic planning. Implement and manage HR data analytics to identify trends, support decision-making, and improve operational processes.


  • Compliance & Risk Management

Ensure compliance with the employment laws, banking regulations, and internal policies. Conduct regular reviews of HR practices, data, and policies to identify and mitigate risks. Develop, maintain, and monitor internal HR controls, reporting, and compliance requirements specific to banking industry standards. Manage operational risk in the HR function, including the responsibility for updating the operational risk system for HR. In conjunction with Compliance, support SM&CR processes within the remit of the HR function. This includes conducting annual background checks for Fitness and Propriety. Responsible for preparation and timely submission of data requested by internal and external audit. Implement any audit action points related to HR Operations.


  • Process Improvement & Project Management

Identify and drive continuous improvement initiatives within the HR operations function to enhance efficiency and reduce errors. Collaborate with cross-functional teams, including the Group, to implement HR projects, including system upgrades, new software integrations, and policy revisions. Monitor industry trends and statutory requirements, proposing changes to internal HR processes to remain competitive and compliant.


  • Employee Relations & Support

Oversee HR Operations service as the point of contact for employee enquiries related to HR policies, payroll, benefits, and compliance.Record and track employee relations cases, in collaboration with HR Business Partner(s) Support bank leadership in promoting a positive workplace culture and addressing employee issues and concerns proactively. Apply the lens of Equality, Diversity and Inclusion and wellbeing to HR practices, processes and procedures. Propose and implement enhancements to HR Operation services to help achieve ED&I. Participation in the wellbeing initiatives and their administration


  • Team management

Share knowledge within the team, encourage and support professional growth and development. People management of the team, including attendance, performance and discipline.


Qualifications and Experience


  • Several years of experience in HR Operations, preferably within banking or financial services.
  • Experience in a supervisory or management role.
  • Strong knowledge of HR practices, HRIS systems (ideally Oracle) and employee benefits.
  • Benefits and/or payroll administration experience is a plus.
  • Experience of implementation of a new HR & payroll system is highly desirable.
  • Experience of working in a small to medium size organization is highly beneficial.
  • Good knowledge of UK employment law and best practice.
  • CIPD qualification or equivalent experience.
