1 MISSION OF THE DEPARTMENT
WWF works to tackle the most pressing issues at the intersection of nature, people, and climate. The Global Resource Mobilisation Department mission is to support, inspire and drive the WWF network to increase public and private resources for WWF’s conservation strategy and mission; help WWF offices to mobilise resources for global conservation priorities through strategic public sector partnerships and philanthropy, including working collaboratively with the WWF network to encourage and facilitation cross-border efforts; and support the sustainable growth of WWF offices by providing strategic support and capacity building to offices and regions.
2 MAJOR FUNCTIONS
The Manager, Public Sector Partnerships (PSP), Global Biodiversity Framework, within the PSP Team of the International secretariat will support the newly adopted WWF PSP Strategic framework to mobilise resources for the implementation of the Convention of Biological Diversity’s Global Biodiversity Framework (GBF) with a special focus on Target 19 and especially mobilising $30bn per year of international public finance by 2030.
The PSP Manager, on behalf of the PSP Team, will work collaboratively with WWF teams and external partners to co-develop and deliver WWF’s approach to leveraging finance for GBF target 19.
The PSP Manager will leverage WWF's expertise and convening power to drive national, regional and global progress while ensuring inclusivity and human rights principles are at the forefront of resource mobilisation efforts.
3 Major Duties and Responsibilities
Engagement and advocacy support (50%)
- In close collaboration with the global Policy, Advocacy & Campaign Team and Finance Practice, support the development and refinement of WWF’s approach to leveraging finance for GBF target 19.
- Design training and influencing agenda with donor PSPs to better integrate Community-Led Conservation approaches into Official Development Assistance (ODA) programmes
- Work closely with WWF PSP Focal Points in PSP donor countries to develop approaches, narrative and engagement opportunities to leverage ODA against GBF target 19
- Support and mobilise WWF Offices teams and WWF’s network of PSP Focal points/coordinators to engage with public sector actors locally and internationally
- Participate in capacity building of local country teams and partners in their advocacy and engagement with public sector partners
- Contribute to developing engagement plans, including advocacy policy briefs, high-quality technical/narrative proposals and other relevant documents
- Explore partnerships opportunities with other like/minded institutions to track and hold target institutions to account for Official Development Assistance (ODA) delivery; support leveraging other global efforts (such as NBSAPs Accelerator, Biofin, HAC, GBF Fund).
- Share lessons with the PSP Community of Practice and network as appropriate
Partnership and business development (50%): in close coordination with PSP Team colleagues, PSP Focal Points, PSP Coordinators, country and regional teams:
- Guide, and where appropriate, lead the strengthening or design of robust nature-based funding mechanisms in each of the 5 countries that integrate locally led principles
- Coordinate capacity building, knowledge, and connecting to a network that enables the effectiveness of community-responsive nature-based funding mechanisms
- Assist with the fundraising from the public and private sector to leverage GBF by drawing on and demonstrating WWF-added value
- Support with the identification of new PSP funding opportunities, with a particular focus on the five target countries to maximise the impact of the GBF-CLC project;
- Participate in the development and coordination of PSP funding proposals;
- Represent WWF at international and national fora as requested
4 PROFILE
Required Qualifications.
- Demonstrable experience in partnership development, donor engagement, advocacy and/or diplomacy;
- Bachelor’s / Master’s Degree or equivalent work experience in development studies, economics, conservation, social sciences, international relations or management field;
- Fluency in English, written and verbal; fluency in French (written and spoken) an advantage;
Required Skills and Competencies.
- Experience working with large-scale environmental or social development programmes in the global south;
- Knowledge of international development aid policy and locally-led development approaches;
- Excellent partnership management and diplomatic skills;
- Experience living and working in developing countries an advantage;
- Previous engagement with or knowledge of the CBD’s Global Biodiversity Framework and biodiversity and climate finance landscapes desirable;
- Client oriented approach and comfortable working with multiple cross cultural teams
- Excellent analytical, organisational and coordination skills, ability to prioritise and be agile;
- Proven ability to deliver outcomes in a diverse environment without having direct oversight or control of dispersed and diverse teams;
- Strong interpersonal, diplomatic and communication skills in a multicultural environment, including an ability to work and communicate effectively with a broad spectrum of individuals (government, institutional partners, WWF staff) within a broad range of cultural environments;
- A strong team player capable of integrating diverse activities within an evolving environment; must be comfortable with change and leading change within an organisational framework;
- Reliable, multitasking, working well independently as well as a team member;
- Ability to deal with a variety of situations and able to manage multiple stressful and high pressure demands;
- Ability to quickly build effective stakeholder relationships;

5 WORKING RELATIONSHIPS
Internal.
In all activities, the PSP Manager will foster collaboration with Public Sector Partnership Community of Practice and teams, WWF National Office PSP Focal Points, Finance practice, Global Policy, Advocacy and Campaign team; the GBF-CLC project management team, the country offices, the regional conservation and program quality teams, and other colleagues as relevant.
External.
The PSP Manager will interact with local, regional and global implementation government representatives and partners working on GBF implementation, current and prospective donors, as well as any other key stakeholders with an interest in WWF’s GBF implementation work. This will be managed within the principles and protocols in place within WWF to ensure efficiency and transparency. This is likely to include NGO coalitions and conservation advocacy organisations.
