About the role
This is an exciting new position in the heart of GLA’s Environment and Energy Unit to help ensure our major programmes are evaluated in a robust and proportionate manner. In this post you will be working with the Principal Evaluation Officer to ensure that monitoring and evaluation evidence is collected and used effectively across our Unit. You will also work closely with the Unit’s senior programme and policy officers and collaboratively with colleagues in the City Intelligence Unit.
You will contribute to the Unit’s Evaluation Strategy, promoting a coordinated approach to evaluation in the Unit and the wider GLA through use of evidenced theories of change and early evaluation planning. You will have the ability to provide expert advice on policy, programme and project monitoring and evaluation, in line with best practice, including HM Treasury’s Magenta Book.
What your day will look like:

Leading on identified activities to deliver the Unit’s Evaluation Strategy such as design, management and implementation of selected evaluation projects.
Supporting project officers to develop monitoring and evaluation plans, including building theories of change, agreeing research questions, and developing proportionate and feasible monitoring and evaluation frameworks. Contributing to external evaluation commissions, including procurement processes, methodological advice, and quality assurance of evaluation outputs.
Building a unit-wide research and evaluation findings repository to establish the evidence base for our key areas of work.
Reporting findings from evaluation outputs as required, including through presentations to encourage uptake of findings.
Delivering training on key evaluation concepts and research methods aligned with Magenta Book best practices.

Principal accountabilities:

To be responsible for the development, management and implementation of social research and evaluation activities to inform the Mayoral policy, priorities and service delivery, including management of external commissions.
To work with colleagues across the GLA to understand their research and evaluation requirements, and to manage resulting programmes including planning, organisation of work streams, delivery and reporting.
To be responsible for informing the Environment and Energy unit of research and evaluation findings; to prepare reports, briefings and presentations as required; and to identify and provide analysis of government and other survey sources that contextualises and adds value to internal research and reporting.
To promote a coordinated approach to research and evaluation across the Environment and Energy unit; monitoring and evaluating projects; providing advice and expertise on design and delivery that is focused on specific outcomes.
To utilise innovative research methodologies which results in both impactful research outcomes and high levels of internal client engagement with our outputs.
To have responsibility for financial management of individual projects including tendering and contract procurement, monitoring spend for the duration of the project, and ensuring value for money.

Technical requirements/experience

A proven track record of conducting and commissioning social research and evaluation with demonstrable skills in projects planning, analysis, interpretation and presentation of data.
Experience of designing and implementing social research and evaluation projects, and experience of working with datasets to produce accurate analysis and reports.
Evidence of an imaginative and innovative approach to engaging stakeholders to inform policy and decision making.
A very good understanding of quantitative and qualitative research and evaluation methods for process, impact, and economic evaluation in accordance with Magenta Book guidance.
Excellent IT skills including proficiency with spreadsheets and an understanding of research software, such as SPSS, NVIVO or similar.

This role is based at London Fire Brigade’s Head Office (Union Street SE1 0LL)
GLA staff are hybrid working up to 3 days a week in our offices and remotely depending on their role. As part of this, you will need to split your time between home working and coming into the office.
