The Primary Market Oversight (PMO) department ensures trusted, orderly, and efficient UK primary securities markets. We oversee regulatory regimes for listed companies, including MAR, the UK Listing Rules, and Disclosure and Transparency Rules, with high-profile, market-facing work at the heart of the FCA. The Critical Guidance function, within the Primary Market Monitoring team, provides expert advice on identifying and handling inside information under MAR. This includes guiding FCA colleagues, advising external stakeholders, and leading resilience scenarios to maintain market integrity. This is unique opportunity to engage across the FCA on fast-paced, high-profile workstreams and to play a key role in protecting market integrity, preventing misconduct, and maintaining confidence in UK securities markets. Role responsibilities Be at the heart of the UK’s financial markets, lead the FCA’s Critical Guidance function - act as the first point of contact for inside information queries across the FCA, advising colleagues and senior leaders Provide expert, trusted advice to senior decision-makers across the FCA, including Executive Directors and the CEO, on some of the most sensitive and high-profile issues in UK financial regulation Guide how inside information is identified, handled and disclosed to prevent market abuse, strengthen transparency and protect millions of UK investors Represent the FCA nationally, partnering with the Bank of England, government departments and other regulators to promote best practice under the Market Abuse Regulation (MAR) Empower colleagues across the FCA by designing and delivering engaging training and awareness initiatives, embedding a strong culture of compliance and integrity Play a pivotal role in live market events, supporting the monitoring of listed company disclosures, identifying potential leaks and helping the FCA respond quickly to emerging market risks Lead cross-market projects, such as resilience stress tests and strategic initiatives to enhance UK market stability Join the leadership of Primary Market Oversight, contribute to its strategy and gaining exposure to senior stakeholders and shaping the future of UK capital markets Skills required Minimum: Proven capital markets experience gained in a compliance, regulatory or professional services role Demonstrable experience of managing a varied caseload and communicating complex issues clearly and at pace Strong knowledge of the UK Market Abuse Regulation (MAR), particularly in relation to inside information Essential: Ability to engage and communicate credibly with senior stakeholders, including regulators and government bodies Skilled in analysing complex information, applying sound judgement and reaching balanced conclusions under time pressure Strong collaboration and relationship management skills across multi-disciplinary teams Excellent organisational and prioritisation skills, with the ability to manage competing demands effectively Ability to identify emerging risks and escalate appropriately Strategic thinking, drive and enthusiasm for supporting market integrity and resilience Benefits 25 days annual leave plus bank holidays Hybrid model with up to 60% remote work Non-contributory pension (8–12% depending on age) and life assurance at eight times your salary Private healthcare with Bupa, income protection and 24/7 Employee Assistance 35 hours of paid volunteering annually A flexible benefits scheme designed around your lifestyle For a full list of our benefits and our recruitment process as a whole visit https://www.fca.org.uk/careers/experienced-professionals .
