Hourly rates are fully loaded (includes all costs to provide the IT consulting services onsite at the Utah State Hospital facilities) Organizational ContextUtah State Hospital s EMR is a system for managing the information related to all aspects of a patient s psychiatric and medical treatment at the hospital. Utah State Hospital is an inpatient psychiatric treatment facility. Core functionality of information management is divided between PowerBuilder technologies and web technologies (.Net). eChart is built using PowerBuilder. Utah State Hospital has been in the process of migrating modules from eChart to a webbased architecture.The State of Utah s Department of Technology Services (DTS) is looking for a talented application developer to join our team at the Utah State Hospital (USH). This team is responsible for building and maintaining a fullstack .NET Electronic Health Record (EHR). The ideal candidate for this position requires expertise in application development specifically with SQL Server C# ASP.NET JavaScript Blazor and AWS.The candidate chosen will be required to have excellent communication organization and leadership skills as well as perform advanced level Information Technology related duties in support of USH business needs. This position will be filled by a qualified applicant with expert level development skills to design implement test and maintain various development projects. Job Duties: Design implement test and maintain various software projects. Provide technical assistance for developed software. Discuss system requirements with end users and provide software suggestions andrecommendations to help them understand potential limitations and challenges. Analyze and review data report findings interpret results and make recommendations. Plan organize and prioritize time and workload to accomplish tasks and meetdeadlines. Skill Requirements: Skilled in designing and building customerfacing web applications. Experience with SQL Server C# ASP.NET Microsoft Blazor and JavaScript. Preference may be given to candidates with experience in AWS. Experience with Agile software development methodologies. Must be selfmotivated and have the ability to accomplish tasks in a timely manner with a minimum degree of supervision. Must have strong technical aptitude communication and problemsolving skills. In the event of a tie in the total score between candidates in the top/winning positions the technical score will be calculated (sans the cost factor) and the highest technical scorer of the tied candidates will be awarded the position. Should this method fail to yield an ultimate winner the candidates will be asked to participate in a best and final offer process. The amount listed on this scope of work is a current project budget. Additional funding can be added by the requesting agency by amendment to the scope of work. Contractors must not allow work to continue that will cost more than the allowed budget without an amendment first being approved. The position/project duration listed on the scope of work may be extended by the requesting agency by amendment to the scope of work for a time period up to a total of 5 years.
