Description
The primaryobjectives of this engagement are to provide software developmentservices operational support and software build and releaseservices for systems support the Bureau of Laboratories (BOL). Theengagement may also include software development and operationalsupport activities related to other interfaces and systemssupported by the NEDSS Support team.
The objectives of this engagement are:
  • Serve as software developer and technicalsupport specialist for Laboratory Certification and other BOLsystems supported by the NEDSS Support team.
  • Assist BOL and the NEDSS Support team with the iConnectLaboratory Web portal integration project.
  • Assist BOL and the NEDSS Support team with upgrades andimprovements to the existing PALIMS.
  • AssistBOL and the NEDSS Support team with the transition from PALIMS to anew LIMS.
  • Confer with various technical teamsand customer representatives to ensure solutions conform tocustomer and technical support specifications.
  • Create and maintain technical process and systemdocumentation as needed.
  • Maintain technicalskills and knowledge required to support DOH systems.
  • Ensure deliverable compliance with all Commonwealth DOHand HHSDC standards and procedures.
OPERATIONAL REQUIREMENTSThe selected contractor must be familiar with a varietyof the IT technologies methodologies and rely on experience andjudgment to plan and accomplish goals. They will have provenexperience in software development and design and experience with avariety of old and new Microsoft software technologies. They willwork with the BOL the NEDSS Support team and a variety of otherHealth& Human Services Delivery Center teams to define needsanalyze problems recommend solutions and provide the technicalsupport required to maintain consistent quality levelservice.
Responsibilities:
  • Maintain and support Laboratory Certificationand other interfaces and systems used by the BOL through thefollowing daily activities: system error monitoring and resolutionsystem code fixes data fixes and data validation.
  • Troubleshoot performance issues at the serverapplications and database levels.
  • Develop newand modified software code per business requirements that conformsto Commonwealth and HHSDC best practices and standards.
  • Assisting all software build and release activities forthe PALIMS system Laboratory Certification System Laboratory WebPortal integration and other interfaces and systems used by theBOL.
  • Assisting technical support activitiesrelated to the transition from the PALIMS system to a newLIMS.
  • Assisting creating and maintainingtechnical documentation that conforms to Commonwealth and HHSDCbest practices and standards.
  • Adhere to theSoftware Development Life Cycle (SDLC) established byHHSDC.
  • Utilize Azure DevOps for SDLC workflowand software code repository.
  • Provide statusreporting conforming to intervals and standards mandated by theApplications Developer Administrator.
  • Completeweekly timesheet reporting in Vector VMS by COB Friday.
Required/Desired/Highly desiredSkills:
  • Web focuseddata driven software development using Microsoft .NET 4.5 or higherand SQL Server (Required 5 Years)
  • Designingand maintaining complex SQL Server databases SSIS and SSRSsolutions. (Required 5 Years)
  • Web focused datadriven software development using Microsofts Entity Framework(Required 3 Years)
  • Web application developmentexperience with Razor pages. (Highly desired)
  • Healthcare industry (focus on health informationtechnology). (Highly desired)
  • Federal Stateand Local government experience (Desired)
  • Bachelors degree with a major in a relevant field.(Desired)
