Job summary

The Cybercrime team is a key function within DWP Security and Data Protection, and has a critical role to play in protecting the integrity of DWP systems from both internal and external threat actors. The team has detected significant organised attacks against DWP systems. Responding to increasingly sophisticated digital attacks by highly motivated attackers is a growing issue for the Department.

You will work in the Department�s Cyber Resilience Centre (CRC) as a Senior Cybercrime Analyst and play a key role in the secure delivery of Universal Credit and other DWP benefits. You will be part of an innovative and service-orientated team focused on the management of Trust in an online identity, detection of web-enabled fraud attacks, and abuse of DWP systems by organised fraudsters.

You will lead and manage the analysis of data from various sources to detect emerging fraud and security attack vectors ensuring there is an effective response to cybercrime fraud and security issues as they develop.

CRC provides support 24 hours a day, 7 days a week and as a result job holders may potentially be expected to work as part of an on-call rota, which may also attract occasional out of hours working. Work may involve travel to different DWP sites and Government agencies and occasional overnight stays.

Job description

As a Cybercrime Senior Insight Analyst you will use root-cause and latent failure analysis techniques and your knowledge of how fraudsters can use digital systems to commit benefit fraud, to support the secure delivery of Departmental services.�

The Senior Cybercrime Insight Analyst is a critical role and you will be joining a team that is rapidly developing new skills and using the latest analytical tools to analyse the Department�s data.�

You will operate in a dynamic environment at the forefront of the Department�s cyber protection capability to ensure Departmental systems are used with integrity. You will have experience of analysing large data sets, developing searches and alerts and creating and maintaining dashboards.

Responsibilities

As a Cybercrime Insight Analyst you will:

Use your knowledge of DWP legacy benefits and Universal Credit (UC) to identify vulnerabilities, detect and monitor how fraudsters are changing their behaviour to manipulate our systems by exploiting the anonymity of digital interaction and also where there are indications of modern slavery / human trafficking.Engage directly with a variety of stakeholders and use field-level insight to identify new and emerging threats, impact change and work with stakeholders to develop controls, escalate risks and build into DWP service design in order to build effective response strategies.Build on your awareness of UC, Tax Credits and/or Housing Benefit services to act as a �bridge� or first point of contact between the development and operational UC environments.Develop close working relationships with Data Scientists, and other data analysts to ensure emerging threats identified are fully assessed in terms of their potential impact. You will help to develop theoretical rules and help to deploy and test them across large data sets. Rules will need to be continually refined to ensure high quality outputs are maintained and supplied to operational stakeholders.Support operational colleagues and Government InternalAudit Agency (GIAA) by combining analytical skills, insight and CRC Threat Intelligence in the identification of fraud and abuse of our systems. At all times you will ensure data is collected and processed and analysed in line with all DWP and legislative requirements.Build up strong working relationships with colleagues in operations, Risk teams, Identity and Trust, DWP Legal and the Counter-fraud and Compliance Directorate helping to ensure a joined-up approach to protecting the Department and its digital services and systems from determined fraudsters.Undertake field-level insight activities and monitor project collaboration tools to identify emerging issues and trends.Understand how trust levels can be established, maintained and elevated during digital transactions and work closely with security colleagues embedded in design teams using AGILE methodology to support the introduction of new capabilities.

Person specification

Key Criteria

The successful candidate will need to demonstrate the following:

� � �Experience of performing complex analysis and experience of using Security Information Event Management (SIEM) and/or other advanced analytical tools to identify security or fraud compromises within large amounts of complex data. (Lead Criteria)
� � �Recent experience of working in a Counter-fraud, security or intelligence environment, with detailed knowledge of Government means tested benefit systems and digital services.�
� � �Experience of working with a digital service that requires Trust in an identity, with a good understanding of how it can be assessed, manipulated, and escalated.�
� � �Experience of applying business logic/root cause analysis to emerging fraud threats and linking these to current threats to the delivery of Government means tested benefits.

Learning Requirements

Successful candidates will have, or be expected to undertake the BCS Certificate in Information Security Management Principle (CISMP) or equivalent qualification.�
