Job description

To be accountable to the Deputy Estates Manager (NB Estate) for the delivery of the Future Maritime Support Programme (FMSP) Asset Management function. Ensuring engagement with all stakeholders to understand requirements of the assets.In direct support of the Deputy Estates Manager (NB Estate), provide the discrete Intelligent Customer (IC) for the Performance and Maintenance function with Babcock principally executed through the delivery of the Future Maritime Support programme (FMSP) contract.�Ensure Management Information, reports and contract deliverables are met in accordance with the FMSP Statement of Technical Requirement (SOTR), associated SOTR Annexes and contract schedules, engaging the Nuclear Design & Maintenance (NDM) group where deliverables impact NDM managed assets.Undertake and deliver sampling and surveillance auditing of maintenance and new works activities, to ensure contractual delivery and the accuracy of reports and data provided.Under the direction of the Deputy Estates Manager (NB Estate), work with the IP to ensure expected contract performance and value for money in the delivery of the contract.Under the direction of the Deputy Estates Manager (NB Estate), maintain an accurate Asset Management Register to deliver the Strategic Asset Management Plan and Asset Management Plans.Regulatory and Legislative Compliance - Ensure that major projects and the Non-Nuclear Waterfront programme of work, their utilities and facilities/ services comply with legislative, regulatory and MoD requirements, and meet the site Nuclear Authorisation Conditions.FWS Project Management - Manage project delivery, either directly or via Industry Partners. Asset Management - Apply industry standard Institute of Asset Management (IAM) discipline to asset management throughout the estate. To support Deputy Estates Manager (NB Estate) with the Level 2 Asset Register development and maintenance as an accurate record of the Naval Base Estate and its target condition. Work with NC and DIO to ensure alignment to the Defence Asset Management strategy and ensure DIO IMS is accurate. Develop and enact a roadmap to IAM accreditation in accordance with the roadmap in the strategic asset management plan (SAMP). Scrutinise asset survey reports to ensure maintenance issues are enacted, highlighting any shortcomings to the Deputy Estates Manager (NB Estate)Under the direction of the Deputy Estates Manager, work with the IP to ensure improved performance and value for money in maintenance and new works delivery processes.

Person specification

Essential:

Level 4 qualification in a maintenance or health and safety related discipline that contributes to the output of the role. Or a Level 3 qualification in a maintenance or health and safety related discipline with extensive relevant experience at the discretion of the Deputy Head.Membership of PM professional body & Membership of FM/RICS associated professional body (ie APM, IWFM, RICS, IAM)�A formal health and safety qualification such as IOSH / NEBOSHA Project Management related qualification such as Prince 2, MSP or APM(PMQ)

Desirable:

Asset/Facilities Management related discipline IWFM or willing to work towards an appropriate qualification within 6 months of taking up position.

Navy Command are currently going through a review and there is a possibility that within 6-12 months the role applied for may be subject to change.
