Establishment Security Officer (ESYO) - MOD Main Building.

This is a key role with the Head Office Safety, Security & Business Resilience team. The ESYO provides a full range of security advice and guidance including; Counter Terrorism, Policing & Guarding, Security policy, travel advice, threat and risk assessments, STRAP assurance in addition to a host of other duties outlined in the job description.

The ESYO acts on behalf of the Principal Security Advisor and the Head of Establishment and is assisted by a Deputy Establishment Security Officer.

The ESYO also plays an important role in ensuring that any new infrastructure projects are compliant with MOD, STRAP and NATO security specifications.

The ESYO is an integral part of Main Building's security community and leads on engagement and training of Branch Security Officers.

This position is advertised at 37 hours per week and carries and on call liability as part of an on call roster.

Job description

Head Office Establishment Security Officer (ESyO) � Senior Executive Officer

The Safety Security and Business Resilience (SSBR) business unit sits within MOD Head Office.� Working to the Head of Establishment (Senior Security Risk Coordinator), its main role is to oversee the safety, security and resilience of MOD Main Building, ensuring that MOD Main Building can continue to operate in all foreseeable circumstances.

This is an exciting high tempo role within the Security team of SSBR.� The role provides a unique insight into the day to day operations of a Department of State, Military Headquarters.� It offers a fantastic opportunity to work in a varied, challenging yet friendly and supportive environment.�

The successful candidate will be responsible for the provision and implementation of security advice and assurance (personnel, physical and STRAP) to the Principal Security Advisor, the Head of Establishment and MOD Main Building business units. ��

�A key part to your role will be to drive forward a range of improvements in security policy, culture, education and awareness. You will be responsible for the management of threat intelligence, including the provision of travel/security briefings to Business Units.� The post holder will provide oversight of the day to day security of MOD Main Building including acting as the intelligent customer for policing and guarding services.� You will represent Head Office at various Departmental security meetings and provide security input to internal meetings including the Incident Management Command Group which takes control in any business continuity incident.� The post holder will act as liaison with various other government departments including the Security and Intelligence Agencies.� You will provide advice on physical security associated with the implementation of infrastructure projects within MB and play a key part in ensuring that MOD facilities are used appropriately in several national events including the national act of Remembrance at the Cenotaph.�Occasionally you may be involved, as part of the SSBR team, in helping to manage business resilience incidents occurring in Main Building and supporting the Head of Establishment in their broader responsibilities with running the building.��The post holder will be responsible for oversight and management of the Head Office Security Team including the STRAP and Security Advice Centre.�

The post holder will be supported by a full time Deputy Establishment Security Officer.

Responsibilities include:

-�������� Provision of proportionate risk-based security advice to the Principal Security Advisor, Head of Establishment and Business Units on a range of security aspects, including physical, personnel, technical and information security.

-�������� Work in collaboration with the Corporate STRAPSO for Head Office with respect to the provision of advice on STRAP policy. Partake in assurance checks to ensure compliance with STRAP policy.

-��������� Provide security advice on a variety of new and ongoing infrastructure projects, focusing on correct construction standards and specifications, meeting both MOD, STRAP and NATO specifications.

--������� Act as the Intelligent Customer for the provision of Policing and Guarding services for MOD Main Building.

-�������� Maintenance of the Head Office Security Risk Register escalating risks as and when they arise.

-�������� Development of a physical security/STRAP assurance regime for MOD Main Building encapsulating a holistic approach to security.

-�������� Act as the focal point for all requests regarding the use MOD Main Building in support of national events.

-������� Develop and maintain a relationship with the building�s branch security officers with responsibility for provision of monthly security & threat briefs

-����� Respond to a range of critical incidents when on call.

Person specification

Essential

Minimum of 12 months (in the last 3 years) previous experience of working as a unit/local, branch or establishment security officer.Applicant must have successfully completed the Defence Establishment Security Officers course in the last 5 years.Working knowledge of MOD security policy in JSP 440 (Defence Manual of Security & Resilience)Keen analytical skills. Ability to quickly identify and extract key risks, threats or vulnerabilities from a range of data or reports.Good communication and interpersonal skills. Ability to tailor and vary communication style to suit the needs of a varied military, civil service and Ministerial audience. Communicate in a clear, concise and confident manner.Ability to remain composed and focused on key issues and deliver against challenging deadlines.Effectively manage and prioritise workload balancing competing demands.�

Qualifications

Applicants must have successfully passed the Defence Establishment Security Officers course in the last 5 years AND have a minimum of 12 months operational experience as a site/establishment security officer at a MOD or Defence Industry site.
