Introduction  

The Chamber and Participation Team (CPT) brings together all the disciplines that support the House of Commons Chamber within one coherent structure – the procedural offices that facilitate the core function of legislating, the operational teams who focus on ensuring that the Chamber runs effectively and efficiently, and the public-facing teams who promote Parliament’s role and seek to engage citizens across the UK with parliamentary business. 

The Role  

The Education and Engagement Outreach Manager will co-manage our thriving school and community outreach programme across the UK to engage with UK Parliament.

The successful post holder will co-manage a team of people working across the UK who are delivering to schools and communities against agreed targets. Working with the co-manager of the team you will implement and evaluate a yearly outreach engagement delivery plan to help achieve the Participation strategy goals. This process will include building relationships with a range of internal and external stakeholders and building strong delivery partnerships across the 4 nations. This role involves travel and overnight stays across the UK to meet with the team you will line manage across the four nations. The post directly line manages seven Senior Outreach Officers based across the UK.

Some of the responsibilities for this role include:

Overseeing the work of the Outreach team, delivering ambitious targets for both schools and community audiences. Line management of seven Senior Education and Engagement Officers conducting reporting and appraisal duties as required: all aspects of team management including HR and budgeting processes as appropriate. Provide regular, robust data monitoring and reporting alongside the agreed delivery plan; analyse data effectively to identify areas of low participation and inform the outreach strategy. Manage a two-year programme review of the Outreach offer to identify new engagement opportunities to significantly extend the reach of the Outreach across the UK in line with the Participation strategy. 

Skills and Experience  

To be successful in this role you will demonstrate:

The ability to manage and lead a geographically spread and high performing education team across the UK alongside a Co-Manager with the ability to make clear and timely decisions, be a good communicator and problem solve.

Experience of managing targets, KPIs, budgets and project timelines across a team with the ability write impact reports to interpret data and demonstrate progress and challenges to influence strategic decision making.

Experience of developing, reviewing, and evaluating educational programmes that link to strategic objectives to increase reach, develop new audiences and ensure high standards of quality.
