The Communications Directorate is responsible for managing and developing the Bank's external and internal communications. We manage the relationships with key stakeholder groups including the Media and Parliament, as well as providing a Public Enquires function. We work with a wide range of colleagues to develop and deliver the Bank's programme of outreach and education, which includes building strategic partnerships with other organisations and running the Bank's Museum.
We also develop and maintain our external website and social media presence and produce the Bank's flagship publications, including the Inflation Report and Financial Stability Report. In addition we lead on the development of the Bank's strategic plan, helping to ensure it achieves its desired outcomes, monitoring and reporting on delivery of the plan to the Executive Director Committee, Court and the wider Bank.
The Communications Directorate is also responsible for meeting the Bank’s statutory obligations regarding the Freedom of Information Act, coordinating and responding to requests.

**Department Overview**

The role sits in the Public and Stakeholder Engagement team, which is in the Stakeholder and Media Engagement Division of the Communications Directorate.
- Public and Stakeholder Engagement is responsible for ensuring that the Bank is accessible to all our external partners. This includes firms, charities and trade associations, among others, as well as the public as a whole. Its mission is to improve understanding of our role to ensure we are open and accountable. The Public and Stakeholder Engagement team incorporates a number of functions: Stakeholder Relations, Public Engagement, Enquiries, Partnerships, Education, and the Bank of England Museum.

The Citizens’ Forum programme brings together members of the public to discuss issues of interest to the Bank. The programme allows the Bank’s senior leaders to hear the lived experiences of people on the UK economy. As such, they are a key part of the Bank’s efforts to communicate more effectively with people from all parts of society. Since its creation in 2018, the community of people taking part in the Citizens’ Forum has grown to almost 4000 people.

The Outreach Officer will co-ordinate this high-profile programme, which includes formal events (physical and virtual) and continuous engagement with the Citizens’ Forum community. This is an externally-facing role which requires a great deal of flexibility as events are typically held in the evening and in locations across the UK. As well as having excellent inter-personal skills, the jobholder will be an experienced programme manager and be capable of pulling together analytical documents to help, for example, evaluate the success of the programme. They will also support our other outreach initiatives.

**Specific responsibilities will include**:

- Delivering the annual programme of Citizens' Forum events.
- Acting as a point of contact for the initiative, both internally and externally.
- Co-ordinating the internal steering group meetings, which shape the themes for the programme. The steering group is chaired by the Chief Economist and the Executive Director for Financial Stability Strategy and Risk (FSSR)
- Supporting events by providing on-site logístical support.
- Creating assets such as reading materials for panellists, the newsletter to members, and marketing materials
- Maintaining databases of information about the project.
- Ensuring the project operates within agreed budgets.
- Assisting colleagues with the delivery of other outreach projects, such as our youth engagement work, which mirrors the citizens’ forum events.

**Role Requirements**

**Minimum (Essential) Criteria**
- Experience of programme management
- Excellent organisational skills.
- Strong interpersonal skills and an ability to engage with people at all levels of seniority.
- Some experience of using database and analytical tools such as CRM and Excel.
- Knowledge of GDPR requirements and experience of handling personal data.
- Flexible approach to work, including willingness to travel and some work at anti-social hours.

- Experience and/or knowledge of the work of the Bank's Agency network would be useful but is not esse
