Housing Development Officer

Job description

The post holder will play an important role working within the Housing Development Team on the operational delivery of newly built housing schemes., The housing scheme should aim to meet the organisation’s net zero carbon agenda.


Delivering affordable housing and speculative housing needs across all tenures is a key strategic priority for the council. Ensuring affordable housing is delivered in the district is fundamental to the achievement of the council’s vision in not only meeting housing need but also the delivery of jobs and apprenticeships, stimulating local economic development and reducing homelessness.

Main Responsibilities:

Assist the Senior Housing Development Officer to identify and facilitate new build housing projectsCommission and evaluate feasibility studies and carry out viability assessments for new housing development schemes, using initiative and creativity during the project planning process in advance of commencing a procurement process.Identify and negotiate the purchase of privately owned land and/or properties to improve the potential for development of Council owned landUndertake all operational duties in scoping, designing, planning, implementing and managing housing development and improvement projects through to completion.Support the Senior Housing Development Officer in the programme management of a range of individual housing schemes concurrently, as they reach various stages of the development process at different times, throughout their build cycle.Provide ‘Lettings’ colleagues with advanced notice of completions within a handover schedule, in order to allow an adequate period of time for the administration of offers; and notifications of Service Charge schedules .Prepare and produce regular performance information for the Principal Housing Development Manager.

Essential Criteria:

Minimum one year experience working within the construction industry and/or experience of the affordable housing development process.Experience of dealing with development and/or regeneration schemes.Experience of achieving positive outcomes through successful partnership working over a sustained period of time.Experience of managing large capital budgets effectively in a financially constrained environment.Up to date knowledge and understanding of local, regional and national housing policy, planning and development issues.Comprehensive knowledge of the planning system, new build development process, building regulations and other relevant legislation.Excellent working knowledge of procurement related to planning, tendering, evaluating, selecting and supervising the role of partner organisations and the contribution they can make to successful affordable housing development and regeneration schemes.Ability to liaise and work alongside Senior Officers, Councillors, Partners, joint venture clients and Stakeholders.Strong negotiation and influencing skills.Excellent IT skills and associated appraisal systemsAbility to coordinate funding bids to help deliver the housing development programme. Excellent time management and organisational skills to effectively manage a varied workload.Excellent written and verbal skills, including the ability to produce written documents and presentations to a high standard to a range of audiencesAbility to work effectively without close supervision and to meet tight deadlines

The intention is for the postholder to work predominately from home however, it is a requirement to attend our offices or sites within Warwick District as required. Any costs for travel from home to the office will be met by the successful candidate. However, office and hybrid working are also available.
