A full UK driving licence and access to a vehicle is required for this role. You will provide day to day leadership of excellent, customer focussed landlord services to customers, including sustaining communities, managing income, and managing estates in a geographical area. You will be responsible for the line management of a team of customer facing staff.

Main responsibilities:

  • To lead, manage and support a team, of officers that provide the landlord function for customers in a geographical area. Ensuring that workloads are effectively managed, providing guidance and support on procedural, policy and legal matters and making key decisions on daytoday operational issues. Manage their performance to ensure that key performance indicators and local indicators are achieved and challenged implementing change to improve performance as required
  • Monitor operational performance to ensure all aspects of tenancy case work are working effectively and undertake ad hoc benchmarking of the service to establish value for money. Carry out quality assurance checks and provide regular performance information to the Landlord Operations Manager and Landlord Services Manager. Proactively engage with customers to gain feedback and improve the service
  • Assist in developing new or revised operating procedures for the team and update these as appropriate to reflect changes in the working or legislative environment. Train staff on new or revised operating procedures or policies as required
  • Develop and maintain effective relationships with other officers and teams, representatives of outside agencies and contractors to provide a quality service to tenants and leaseholders Represent the Council in partnership working in relation to high risk offenders, domestic abuse and safeguarding
  • To assess the suitability of cases for legal action and make recommendations to the Landlord Operations Manager. Authorise requests for rental possession, other court hearings and evictions in accordance with policy and procedure, referring complex cases to the Landlord Operations Manager. Ensure the quality of documentation prior to any legal action. Attend Court hearings and Council committees as necessary and ensure that appropriate officers do so when required
  • To oversee expenditure and manage budgets in consultation with the team

Qualifications:

  • Educated to Degree level / NVQ Level 5 or equivalent
  • NVQ level 3 supervisory qualification (desirable)

Experience:

  • 35 years' experience of delivering customer focussed, quality services
  • 35 years of housing management experience
  • Experience of staff management or supervision
  • Experience of successful partnership working with external organisations / agencies
  • Chartered Institute of Housing professional qualification or equivalent (desirable)
  • Budget management experience (desirable)

Knowledge, Skills & Abilities:

  • Comprehensive knowledge of housing and income management, and best practice
  • Knowledge and understanding of the broad Housing Agenda and its impact on society, and the ability to convey this to others
  • Excellent up to date working knowledge of Housing Law, and specifically legislation relating to antisocial behaviour, benefits and welfare reform
