Scunthorpe, United Kingdom North Lincolnshire Council Full time

The Team
Financial Services sits at the heart of the Council’s operations, delivering, co-ordinating leading on various aspects of the council’s finances. The team is progressive and outward looking, and we play a critical role in determining how the Council’s financial resources are invested.
The team comprises several sub-teams. These are Finance Business Partnering, Financial Strategy, Financial Systems and Accounting, Finance Servicedesk, and Customer Transactions.
The financial environment in which the Council operates continues to change, with greater funding risk and opportunity. We need to increase the size of our team so that we can build capacity and resilience, and so that we can do more of the high value high impact work which supports the financial sustainability aspirations of the organisation.
The Role
The Head of Financial Services is the Council’s Deputy Section 151 Officer and is the leader and accountable manager of the Financial Services team. You will have five managers directly reporting to you, each with their own teams of varying sizes.
The role plays a vital role in coordinating all the core financial processes for the council. These include the production of the council’s financial plans, budget management and final accounts. The role is a regular attendee of the council’s Audit Committee presenting various reports and providing financial advice.
The role also ensures that a range of financial services are delivered including Treasury Management, Financial Assessments, Community Grants, Accounts Payable and Accounts Receivable.
Another key part of the role is driving efficiency in support of the council’s ambitious transformation plans. This is a key part of ensuring the council remains financially sustainable in the long term.
The Candidate
To succeed in this role, you will be a qualified accountant and have experience of leadership in a public sector financial environment, preferably local government. We will support you into the role and on your development journey.
You will have the opportunity to lead a team which pursues excellence. You will share our values – Integrity, Excellence, Self-Responsibility, and Equality of Opportunity – and directly contribute to the continuous development of North Lincolnshire Council as a progressive, commercially minded, sustainable and enabling Council.
You will be able to think innovatively and have enthusiasm for contributing to new ways of working. You will also have the skill and flexibility to operate at a fast pace and overcome challenges readily, positively and collaboratively. It is vital that you embrace change and can see the benefits of doing things differently to improve outcomes.

Benefits
We can offer a range of benefits including:
• A competitive salary
• An attractive relocation package
• A comprehensive induction
• Excellent CPD opportunities
• Generous annual leave entitlement
• Local Government Pension scheme
• Agile working arrangements (this is likely to be a mix of home working and working in the office).
