This role is a senior leadership position in MoJ that will drive forward this vison and the transformation of how information is created, used, accessed, stored and preserved as we continue to transition at pace towards digitally based information and away from traditional paper.� You will be joining the Knowledge and Information Management profession at a very exciting time as this transformation is underway in MoJ and across government.��
Role Purpose���
Working at the heart of the justice system, this is an exciting opportunity for an ambitious and influential leader to ensure we continue to meet our commitments in the MoJ�s Information Wise Strategy to deliver high-quality information services and access to accurate information to a wide-range of people and drive forwards the MoJ�s policy and operational priorities.�
We are looking for an outstanding candidate who will pick up this challenge very quickly and lead a busy team to deliver MoJ�s responsibility for records and information management; disclosure of information under the Freedom of Information and Data Protection Acts; manage the transfer of information to The National Archives (TNA) under the Public Records Act; and provide the MoJ�s library service.���
The role also brings with it the opportunity and responsibility to lead the strategic transformation of how MoJ�s manages its information by driving the delivery plans to achieve the outcomes of the MoJ�s Information Wise strategy and embedding a culture that values and utilises information as an asset and engagement with MoJ�s transformation programmes including those in HMPPS and HMCTS.���
You will be responsible for driving forwards plans to tackle the transition to review, transfer and preservation of digital information to TNA and work closely with colleagues in Digital and Technology to lead the identification of opportunities for and incorporation of modern technology and new ways of working into information policies, processes and guidance that work across all areas of MoJ headquarters and Executive Agencies.��
Main Activities / Responsibilities�
The role and the teams you will lead work within a legislative framework (Public Records Act 1958 and 1967, GDPR and Data Protection Act 2018, Freedom of Information Act 2000 and Inquiries Act 2005) to create, obtain, store, access, safeguard, delete and preserve records making them available to the public where appropriate.� Given the scale, complexity, variety and volume of requests in the MoJ this entails involvement across a wide range of interesting and often high-profile issues, as well as being able to influence and manage stakeholders across a number of organisations and offer advice and solutions to complex cases.� You will be required to successfully navigate through this environment and undertake the following activities and responsibilities:�
Implementation of MoJ�s information strategy to transform information management in the immediate, medium and long term.� This will need you to work across the Department�s headquarters and Executive Agencies at pace, adapting your approach to fit with each business unit, anticipating and resolving conflicts in good time, and align your approach to MoJ�s strategic priorities while working in partnership with the strategic directions of analytical and digital and technology colleagues and draw on support from legal, digital, data and communications colleagues.�Develop the MoJ�s first strategic approach to the transfer of digital information by establishing a robust and sustainable cross department policy and operation that meets government information and TNA standards and is embedded into information management from its creation to deletion or preservation across all MoJ�s business areas and functions now and as the MoJ evolves.Leadership of and being visible and accessible to three teams ensuring excellence in the service they provide to members of the public, staff and stakeholders and achieve outputs in line with legal and operational targets.Deputising for the Division�s Deputy Director on occasion and when necessary.Providing (and coaching teams to provide) the highest quality authoritative advice to Ministers, the Permanent Secretary and senior stakeholders to help shape and define the overall direction of travel in information management;�Advising the Permanent Secretary and MoJ�s Executive Committee on key strategic risks and mitigating actions; and ensuring that their decisions are translated into policy and delivery plans at pace.Accountable for ensuring high standards we have set ourselves in terms of exceeding our legislative and internal targets are sustained and further improvements and cost savings are made.�The post holder is also the Departmental Records Officer (DRO), a statutory role with responsibility for all paper and digital records belonging to the Ministry of Justice and its associated bodies and overseeing MoJ�s records management strategy and practice in line with the Public Records Act.Developing and maintaining influential and effective working relationships with a range of stakeholders within Government including ministers, special advisers, legal, policy, technology, analytical and operational colleagues; developing a strong internal network within MoJ and key contacts in relevant policy departments and at the centre.Developing and maintaining influential and effective working relationships with stakeholders outside the Department and outside government, including large third sector delivery organisations, influential information professional bodies.Representing MoJ at senior level cross-Government meetings including membership at Association of Departmental Records Officers (ADRO).Leading, motivating and developing three high functioning teams, fostering a clear vision and plan for them, reinforcing a culture of continuous improvement, innovation, diversity, efficiency and wellbeing.�Taking a corporate leadership role and wider responsibility for culture and staff experience across the Directorate, Group and wider department that demonstrates behaviours in line with MoJ Values.�Management of Resources�
