Job summary

Following the Grenfell Tower fire, government took initial steps to reform the regulation of construction products so such a tragedy never happens again. As construction product reforms are further developed, the division requires strong policy and technical oversight and some updating of the existing construction product regulatory regime. It also requires a strong and agile programme management function to ensure that there are robust governance and monitoring processes in place to support coherence across the policy agenda.

The successful candidate will lead two small teams. The first is responsible for the ongoing delivery and development of the existing construction products regulatory regime, overseeing the accreditation of conformity assessment bodies, contributing towards free trade and Mutual Recognition Agreements, adapting to address post Exit responsibilities for the Secretary of State and EU reforms affecting Northern Ireland and the transitional arrangements as we move towards wider sector policy reforms. The second performs a central programme management office function for the division ensuring that there are robust, agile monitoring and reporting frameworks in place to support delivery. The teams sit within the Construction Products division and there will be occasional task management and leadership across the wider division.

Job description

The role would suit a strong team leader who is comfortable working at pace, has excellent organisational and project management skills in an agile environment, has experience working across the built environment in a policy and delivery role and is able to get to grips with complex technical policy and regulatory frameworks. You will be a strong relationship builder who can establish productive working relationships with teams across Government and with stakeholders and has experience of motivating and managing a team.

The postholder will:

Advise on the existing regulatory regime for construction products, supporting the Secretary of State and Minister for Building Safety and policy teams across DLUHC and other government departments. Head a team delivering the Secretary of State�s responsibilities under the Construction Products Regulation, including the process to approve bodies that test and certify construction products; Oversee, further embed and make amends to, the existing system post-Brexit, including parliamentary processes to monitor divergence from NI and make it operate more effectively, working in tandem with any reform agenda. Understand and evaluate the impact of Exit and the European Commission�s revisions to the EU�s construction products regulation, and implement the proposal in Northern Ireland. Work with other government departments and lawyers to understand the implications of trade deals for the sector, and implement agreed deals by laying regulations in Parliament. Head a team delivering the divisions programme management function and facilitate collaboration across the division, including developing and maintaining; the governance framework; monitoring processes and; corporate reporting requirements.
